Fiscal Analyst

Responsibilities
Responsible for advanced professional work in the planning, development, monitoring, and reporting of budgets tied to Community Development Block Grant-Disaster Recovery (CDBG-DR)
This position works in collaboration the CDBG-DR Grants Administrators within Government Relations to ensure that the financial transactions and budgets associated with CDBG-DR grants follow compliance with federal regulations, state requirements, and County financial policies while supporting departments in maximizing eligible reimbursements and maintaining accurate, auditable grant records
The Analyst provides technical guidance to County departments, works closely with state emergency management agencies, and plays a key role in financial forecasting, grant drawdowns, audit readiness, and cost allocation for disaster recovery projects
Develops, implements, and administers departmental policies with ongoing analysis and evaluation of operations and assigned programs related to the fiscal budget
Provides technical assistance to staff in the preparation and administration of operating and capital budgets
Coordinates submission and consults with division representatives in the formulation, analysis, and control of those respective budgets
Develops management information systems to track performance of the division's financial management
Evaluates prospective and ongoing programs as to measurable impact and effectiveness
Recommends policy and procedure changes to achieve increased efficiency and production
Compiles and analyzes various statistical data for the purpose of developing procedures
Prepares correspondence, memoranda and supportive documents as required
Performs budget analysis and preparation of departmental budgets, including projected budgetary impact considerations
Processes payments, billings, and collections and reviews bank deposits
Coordinates design and implementation of fiscal information systems, including line-item adjustments, budget amendments, fee collection, accounts receivable, and billing
Reviews budgets, expenditures, and budget amendments for the department and coordinates implementation
Assists in the training, design, and analysis of data processing systems and follow-ups necessary to the successful implementation of automated systems in the department
Develops and coordinates grant requirements with state and federal agencies and County staff
May oversee the work of other departmental fiscal staff
Performs other related work (including weather or other extreme emergency duties) as required
Qualification
Required
Bachelor's degree in business, accounting, management, or related field
Three (3) or more years of fiscal-related experience
Valid driver's license required with valid Florida driver's license required within 30 days of hire
Equivalent combinations of education and experience may be considered
Able to prioritize tasks, deal effectively with competing and changing priorities, and meet deadlines
Accurate, detail-oriented, and organized
Able to resolve difficult situations and problems
Knowledge of generally accepted accounting principles
Knowledge of contracting and procurement procedures and public administration methods and practices, as well as departmental functions
Able to analyze data using statistical methods and practices
Able to analyze and evaluate various County operations and functions
Good knowledge and understanding of regulatory compliance necessary to successfully perform job responsibilities
Good knowledge and understanding of computer systems and software applications required to perform job duties
Good verbal and written communication skills and interpersonal skills in order to interact professionally and effectively with staff, management, the general public, and other stakeholders
Able to explain facts, policies, and practices
Capable of working independently with general supervision
Preferred
Prior public sector fiscal or financial management experience highly desired
Prior supervisory or lead experience desired
