This role provides high-level HR support across various public-sector functions, managing complex HR initiatives while supporting leadership and employees.

Responsibilities

Lead and execute full-cycle recruitment efforts, including recruitment planning, posting, screening, interview coordination, reference checks, and hiring documentation
Provide senior-level support in employee relations and labor relations, including investigations, coaching, meet-and-confer support, and contract-related analysis
Support and maintain the District’s classification and compensation systems, including job description revisions and salary/benefit surveys
Administer and support performance management processes, including evaluation review and program improvement
Conduct employee engagement initiatives, including surveys and follow-up analysis
Ensure HR practices comply with applicable laws, regulations, labor agreements, and District policies
Prepare analytical reports, written recommendations, Board items, and HR-related documentation
Participate in special projects, policy development, training programs, and employee development initiatives
Serve as a trusted HR resource to employees at all levels, from front-line staff to executive leadership

Required

5 years of experience working in the public sector
Bachelor's degree in Human Resources, Public Administration, Business Administration, or a related field
Five (5) years of progressively responsible professional HR experience in a public agency
Minimum of three (3) years focused on employee relations, labor relations, coaching, and performance management
Extensive public-sector HR experience (City, County, School District, Special District, etc.)
Proven experience with full-cycle recruitment
Proven experience with employee and labor relations
Proven experience with classification & compensation analysis
Proven experience with performance management and coaching
Proven experience with HR compliance and policy interpretation
Strong analytical, writing, and communication skills
Highly organized, adaptable, and able to manage competing priorities
Professional, approachable, and effective across all organizational levels
