10+ years expDigital iTechnology is seeking an experienced Senior IT Consultant/System Administrator to provide independent oversight, governance, and advisory support for the ReEmploy Modernization initiative. This role focuses on IT governance, legal and regulatory compliance, and strategic decision support for executive leadership, ensuring alignment with state and federal laws and modern IT best practices.

Responsibilities
Validate IT operations and practices against internal governance and regulatory expectations
Provide objective assessments and recommendations for senior leadership
Reduce organizational risk through fact-based oversight
Identify gaps in compliance with cybersecurity, data protection, state/federal requirements
Minimize exposure to fines, sanctions, or enforcement actions
Ensure IT controls meet legal obligations (breach notification, retention, etc.)
Evaluate IT policies for legal accuracy, completeness, and real-world enforcement
Identify inconsistencies between written policy and actual IT practice
Translate technical findings into business/legal implications for executives
Prioritize remediation based on business and legal risk
Guide the agency on best-practice modernization strategies
Identify redundant, outdated, or outdated systems
Recommend investments that align with compliance and efficiency goals
Deliver actionable recommendations across: Technical controls, Policies and governance, Legal/regulatory compliance, Cross-team coordination
Qualification
Required
Must be a Mississippi resident
Must work onsite minimum 2 weeks/month
On-call availability required
10+ years in IT consulting or advisory roles
Deep experience in IT governance, systems administration, compliance, and risk assessment
Strong understanding of Finance, HR systems, and enterprise operations
Ability to analyze complex problems and design practical solutions
Strong analytical and critical-thinking skills
Excellent verbal/written communication for executive audiences
Experience managing stakeholders, advising leadership, and negotiating outcomes
Project management ability—planning, timelines, risk identification
Experience writing proposals, budgeting, and advising on contracts
Ability to work independently with minimal oversight
Preferred
Bachelor's or Master's degree
5+ years working with any Mississippi state agency
10+ years oversight, audit, or governance experience
Experience working with U.S. Department of Labor
Prior independent contractor or consulting experience
Knowledge of Mississippi public sector IT environment (highly preferred)
