Finance and Budget Deputy Director

Maricopa County is seeking a Finance and Budget Deputy Director to provide strategic and operational support in managing the financial and budgetary functions of the Judicial Branch. This role includes overseeing divisions such as budget, procurement, and grant management, ensuring fiscal responsibility and compliance across the Branch.

Responsibilities

Provides leadership in all areas of Judicial Branch budget and finance, including copy center and warehouse operations
Oversees and monitors the Judicial Branch’s budget, procurement, and finance activity
Supervises and evaluates staff performance
Assists Branch management and Executive Team in developing financial plans and goals
Provides guidance to Judicial Branch management on financial and budgetary matters
Supports strategic planning and continuous improvement initiatives
Performs financial analysis, including forecasting, cost projections, cash flow analysis, etc
Oversees Judicial Branch’s grants and grant reporting requirements
Prepares and analyses financial reports
Collaborates with procurement staff to ensure compliance with Judicial Procurement Code and Maricopa County procurement policies
Resolves complex financial and budgetary issues
Serves as a liaison with County departments and participates in leadership meetings and planning sessions

Required

Bachelor's Degree in Business Administration, Finance, Public or Judicial Administration, or a closely related field
Five (5) years of progressively responsible financial management experience in public or court service or a large private enterprise
Two (2) years of directly related supervisory and/or management experience
A master's degree may be substitute for two (2) years of the finance experience in public or court service
Knowledge of principles and practices of public administration, budgeting, procurement, and financial operations
Knowledge of organizational structure and services of court administration
Knowledge of applicable laws, rules, and regulations related to public finance and judicial operations
Skill in strategic planning, problem-solving, and decision-making
Skill in clear and concise communication, both written and verbal
Skill in leading teams and managing complex projects
Skill in using financial systems and software applications
Ability to support and implement financial strategies aligned with organizational goals
Ability to analyze data and develop actionable insights
Ability to interpret and apply policies, laws, and regulations
Ability to build and maintain effective working relationships with internal and external stakeholders

Preferred

Previous finance/budget experience in a court or public sector environment
Master's Degree in Finance, Business, Public or Judicial Administration or a closely related field
