Senior Engineer - Engineering Development Review

The City of Colorado Springs is looking for a Senior Engineer to act as the primary liaison for the City Engineer in evaluating the technical aspects of proposed developments. This role involves overseeing staff, ensuring compliance with engineering criteria, and coordinating with various city departments to support development review.

Responsibilities

Directly supervise three engineers and a senior licensed surveyor on the Engineering Development Review (EDR) team, while coordinating with and supporting EDR field inspectors
Oversee and supplement EDR efforts to review all development applications and utility plans submitted to the City, and review City capital plans when requested
Collaborate with other Public Works divisions and City departments on proposed developments and City-led projects
Prepare monthly EDR and Stormwater Enterprise (SWENT) reports summarizing review volumes and completion timeframes for Public Works leadership
Manage and facilitate cost recoveries and reimbursements for public improvements, including establishing agreements and processing payments
Represent City Engineering or lead City-led annexations by attending Annexation Technical Committee meetings, reviewing and modifying developer agreements, working with other City departments, and completing annexations involving City-owned property or rights-of-way (ROW)
Facilitate the dedication, vacation, or encroachment licensing of public improvement and utility easements, and process public ROW vacations as well as conversions of private streets to public streets
Lead efforts to develop and record private retaining wall agreements and maintenance agreements within the ROW
Work with developers and City staff to establish and collect escrow accounts for public improvements, and collaborate on phasing plans while tracking delayed improvements
Develop and implement quality control procedures and development-related policies, including providing guidance and clarification on the EDR process
Manage and draft responses to technical variance requests, providing recommendations to the oversight committee
Participate in and support meetings with industry stakeholders to address development and engineering matters
Perform other duties as assigned by the City Engineer

Required

Bachelor's degree from an accredited college or university with major coursework in a related area of study. Bachelor's degree requirement waived if PE was obtained via C.R.S. 12-25-114(1)(a)
Seven (7) years of full-time, professional experience in civil engineering, development plan review, or a related field, including two years in a leadership or supervisory capacity
Possess, or obtain upon hire, and maintain a valid, non-probationary Colorado driver's license not subject to restrictions
Possess, or obtain upon hire, a Professional Engineer (PE) License in the state of Colorado, or obtain reciprocity for a Professional Engineer (PE) License in the state of Colorado within 6 months of hire

Preferred

Experience working in a municipal government setting
Experience working with developers, legal teams, and the public to resolve complex engineering and regulatory issues
Experience with the following programs: Microsoft Office, Accela, Projectdox, and GIS for data collection/access
