Senior Manager, Community Investments and Performance Team (SPM I)

Responsibilities
Provide overall leadership and supervision for the Community Contracts and Compliance Team, including direction, training, mentoring, and coaching for five Team Leads and a staff of up to 25 employees
Oversee the end-to-end contract management process, ensuring all contracts meet Division, Department, County, and State requirements
Plan, develop, and implement quality improvement projects to streamline contract and monitoring processes
Collaborate with internal and external stakeholders, including the Operations Senior Manager, Veterans Administrator, Policy and Community Engagement Team, and department-wide offices such as Contracting and Procurement, Fiscal, Performance Measurement and Evaluation, and Communications
Provide expert advice to the Division Director and other leaders on contracting regulations, cost factors, contract terminology, and emerging trends
Collect and analyze data related to contract performance, develop monitoring reports, and present findings to Division leadership, providers, and other stakeholders
Qualification
Required
A Bachelor's degree in social work, public administration, health or social sciences, or a related field, and/or equivalent education and experience
Candidate will hold a Certified Professional Change Management (CPCM) or the ability to obtain the credential within six (6) months of hire
Candidate will bring at least six (6) years of progressively responsible experience in contract or grant administration, including three (3) years in a supervisory role
Experience must include contract administration, budget management, and human services administration, with at least three (3) years of professional-level experience involving four (4) or more of the following: Compliance risk mitigation, Evaluation of contracting practices and implementation of compliance improvements, Development and management of organization-wide policies and procedures, Oversight of major process reforms, including compliance frameworks, desk reviews, risk assessments, and remediation plans, Work with or adjacent to legislative processes and federal or state government structures, Application of local, state, and/or federal contracting laws, regulations, and procedures, Delivery of technical or detailed training to professional staff, Leadership of change management initiatives for diverse audiences
A Master's degree may substitute for one year of experience; additional relevant experience may substitute for up to two years of education (30 semester or 45 quarter units equals one year)
Preferred
Active Contract Management Certification
A Juris Doctor (JD) from an ABA-accredited law school, which may substitute for two years of required experience
A Master's degree in Public Administration, Business Administration, or a related field
Coursework or professional experience in accounting or audit practices
Direct experience with County or State grant and contracting policies and procedures
Demonstrated success in writing and monitoring results-oriented contracts, fund source reports, briefing papers, and presenting complex data and financial information
Experience working with human services programs in grant and contract administration
Experience implementing and adhering to laws, regulations, policies, and procedures affecting resilient communities, including communities of color, immigrant and refugee populations, veterans and their families, LGBTQ+ communities, and low-income residents
