Accountant Manager

The State of Missouri is seeking an Accountant Manager to join the Division of Youth Services, which focuses on creating a safe and educational environment for youth. Responsibilities

Oversight of the Division’s Budget Books, both Department Request and Governor’s Recommendation. This includes working with leadership and program staff to develop core reallocations, core request forms, program description forms, new decision items and form 9’s
Responsible for the coordination of responses to inquiries/requests from the Division of Finance and Administrative Services (DFAS); the Office of Administration and the General Assembly
Accountable for all divisional fiscal notes and processes
Work with DFAS on budget control issues
Coordinate with DFAS on PS/EE allocations
Attend all budget hearings during legislative session, which may include any special session and/or veto session regarding budget
Work with DFAS and OA FMDC (Facilities Management Design & Construction) on the preparation of all capital improvement (CI) project needs for the Division; maintenance and repair (M&R) needs; and projects for DYS leased space. This includes reviewing budget book forms, identifying long-term plans and project prioritization; and, attending all budget hearings for CI and M&R
Participate in budget presentations at the legislature with the division director
Keep the division director informed on all DYS related fiscal matters
Supervise a team of employees with varying job duties pertaining to DYS
Oversee Medicaid claims and eligibility for the Division, this includes ensuring youth have proper medical coverage and that Medicaid claims are filed in a timely manner
Responsible for setting the DYS Medicaid rate (for rehabilitative services) based on a two-week time study every three years and ensure compliance with the State plan amendment
Oversee the education billback (local tax effort) for the Division – ensure school districts pay timely once invoices are generated
Serve as the division’s purchasing card coordinator
Oversee all vehicles within the division
Responsible for all education related finances and ensure compliance with the Department of Elementary and Secondary Education’s (DESE) timeline on expenditure reporting and tracking. This includes all Title I, Special Education, Vocational Rehabilitation and the USDA Breakfast and Lunch Program
Oversee the USDA program for DYS residential and day treatment facilities. This includes preparing the yearly financial report; coordinate the preparation of new menus with the contracted vendor; work with DESE for all DYS administrative reviews; ensure timely submission of monthly point of service count and reimbursements and meet required training standards
Work with division leadership to set yearly budget allocations to the five regional offices, 20 residential facilities, 6 day treatment sites and all case management units. This includes looking at historical trends, current spending, anticipated changes and needs within each program. Work with regional fiscal executives to ensure allocations are updated in legers and monitor monthly with review of the monthly expenditure reports
Represent the division in RFP development and pre-bid conferences and participate in contract and DSS delegation evaluations in coordination with division program staff
Approve DFAS contract awards under $25,000 and competitively bid department delegations
Work with DFAS and DYS program staff on contract enforcement
Work with DFAS to identify areas of concern to focus compliance and quality assurance reviews
Coordinate division corrective actions from DFAS compliance and quality assurance reviews
Prepare required ACFR documents for DYS. This includes the tracking of non-appropriated funds with the Division (youth trust funds) and inventories maintained at the DYS facilities
Coordinate with DFAS responses to external audit questions and responses to/corrective action plans from external audit findings
Coordinate division’s implementation of corrective action plans from external audit findings
Serve as point of contact for Division of Youth Services related to state and federal audits and reviews
Work with DFAS accounts payable and budget staff to ensure accurate coding of payments; monitor expenditures for correct multi-level coding. This would include payments from the state accounting system, as well as other payment systems
Coordinate between DFAS and programs the development of and adherence to policies and procedures to report/manage receivables and debt
Provide fiscal support and identification of resources for automated systems that support DYS activities such as Production and YouthLink
Work in coordination with DFAS to develop and monitor comprehensive budget and spend plans to guide fiscal and administrative activities supporting program initiatives, such as contract awards and cash management
Assist DFAS in assuring program division adherence to fiscal and administrative policies

Required

A Bachelor's degree from an accredited college or university with a minimum of 15 earned credit hours in one or a combination of the following: Accounting, Finance, Economics, Public or Business Administration, or a closely related field
Four or more years of professional experience in accounting, auditing, purchasing, budgeting, fiscal management, or in general management with some fiscal responsibility
