Vice President of People and Culture
Southeastern Integrated Care (SEIC) is a growing integrated care network dedicated to improving whole-person health through coordinated behavioral health and primary care services. The Vice President of People and Culture (VPPC) is responsible for building and sustaining a people-centered culture that supports SEIC’s mission, overseeing all aspects of the employee lifecycle and organizational culture, including human resource compliance, recruitment, and training.

Responsibilities
Serve as a strategic advisor to the CEO and Executive Team on all people-related matters, including organizational design, staffing, culture, and change management
Develop and implement a comprehensive People Experience strategy that aligns with SEIC’s clinical, operational, and growth objectives
Champion a culture grounded in compassion, accountability, diversity, equity, inclusion, and psychological safety, particularly in the context of behavioral health and integrated care
Lead organizational change initiatives (e.g., growth, integration of new sites or services, technology changes) with an emphasis on communication, engagement, and resilience
Oversee all HR compliance functions, ensuring adherence to federal, state, and local employment laws and regulations relevant to behavioral health and healthcare (e.g., FMLA, ADA, EEOC, wage and hour, confidentiality)
Partner with Compliance and Legal resources to align HR practices with healthcare-specific regulatory requirements (e.g., HIPAA as it relates to workforce training and conduct, credentialing/privileging processes, background checks)
Ensure policies and procedures are current, clearly communicated, consistently applied, and support a fair and respectful workplace
Oversee investigations and resolution of employee relations issues, mitigating risk while promoting trust and transparency
Direct talent acquisition strategies to attract and retain high-performing clinical and non-clinical team members in a competitive behavioral health and primary care market
Lead workforce planning and forecasting in collaboration with operational and clinical leaders to ensure appropriate staffing levels and skill mix
Partner with the Internal Marketer to enhance SEIC’s employer brand, developing compelling messaging, content, and campaigns that reflect SEIC’s mission and culture
Monitor recruiting metrics (time-to-fill, quality of hire, turnover, source effectiveness) and continuously optimize recruitment processes
Design and oversee a comprehensive learning and development framework that supports onboarding, role-specific competency development, leadership capability, and career growth
Ensure organization-wide orientation and onboarding programs are engaging, efficient, and aligned with SEIC’s integrated care model and clinical standards
Build and support leadership development programs for managers and emerging leaders that emphasize coaching, performance management, communication, and inclusive leadership
Collaborate with clinical and operational leaders to ensure training supports regulatory compliance, quality initiatives, and evidence-based practices
Oversee the full employee lifecycle (onboarding to offboarding), emphasizing positive, consistent, and high-quality experiences at every touchpoint
Partner with Finance and the CEO in designing competitive and sustainable compensation, benefits, and recognition programs
Develop and implement strategies to assess and improve employee engagement, satisfaction, and retention (e.g., surveys, focus groups, feedback loops)
Support performance management processes that link individual goals to organizational outcomes and encourage ongoing feedback and development
Drive initiatives that promote wellness, resilience, and work-life balance, sensitive to the unique challenges of behavioral health and integrated care teams
Provide direct leadership, coaching, and development to: Director of Human Resource Compliance, Recruiter, Training and Development Coordinator, Internal Marketer, Set clear goals, expectations, and metrics for these functions and ensure cross-functional collaboration with clinical, operations, and administrative leaders
Foster a high-performing, service-oriented People Experience team that is accessible, responsive, and trusted across the organization
Qualification
Required
Bachelor's degree in Human Resources, Business Administration, Organizational Development, or related Human Service field required; Master's degree preferred
10+ years of progressive HR/People leadership experience, with at least 5 years in a senior leadership role (e.g., VP, Senior Director, CHRO) in healthcare, behavioral health, or a closely related regulated environment
Demonstrated experience overseeing HR compliance, talent acquisition, training/OD, and employee engagement
Deep knowledge of employment laws and HR best practices; familiarity with healthcare/behavioral health regulatory considerations is strongly preferred
Proven success designing and implementing people strategies that support growth, clinical quality, and operational excellence
Strong leadership and team-building skills, with the ability to influence and collaborate effectively across all levels of the organization
Exceptional communication, facilitation, and change management skills
Data-driven mindset, with the ability to develop and interpret people metrics and translate insights into action
Commitment to diversity, equity, inclusion, and belonging, and experience embedding these values into HR and organizational practices
High integrity, sound judgment, discretion, and the ability to handle sensitive information
Preferred
Experience in multi-site or network-based organizations strongly preferred
HR certification (e.g., SHRM-SCP, SPHR) preferred
