Program Analyst

TMMG, LLC is seeking a highly organized and analytically strong Project Analyst to support the Shipbuilding & Commercial Services Division. The Project Analyst will serve as a key execution partner, managing day-to-day coordination across program operations, financial tracking, and personnel administration to ensure operational discipline and program transparency.

Responsibilities

Perform quality assurance on technical documentation and formal correspondence
Ensure accurate timekeeping, expense reporting, and proper project charge allocations
Assist Project Managers with financial tracking, including establishing spending plans, monitoring expenditures, and reporting performance
Coordinate subcontractor/consultant documentation with the Contracts Department (agreements, security paperwork, travel expense compliance)
Format resumes for proposals and collect NDAs as required
Review subcontractor and client invoices prior to Project Manager approval
Compile and organize deliverables from multiple sources (Excel, Word, CAD) into a single, finalized PDF document
Manage the daily administrative and operational execution for multiple active shipyard programs
Track program documentation, deliverables, and milestones
Maintain real-time program dashboards that reflect staffing levels, billing status, travel and housing details, and identified risks or action items
Track billets won and lost, identify new opportunities, and maintain visibility into FTE placement and utilization by program
Prepare and validate monthly customer invoices, reconcile internal labor charges, and ensure alignment with contract and purchase order requirements
Validate billing backup documentation and interface with accounting to resolve labor corrections, rate adjustments, and PO alignment issues
Track billing delays, under-billed work, and accounts receivable risks, providing early visibility to leadership
Manage end-to-end travel logistics for deployed engineers, including flights, rental cars, and per diem
Oversee housing coordination, including apartment sourcing, lease management, terminations, and relocation logistics
Monitor travel-related cost exposure and identify potential cost drift
Enforce Unanet timekeeping compliance and weekly labor submissions, while collecting, reviewing, and routing expense reports, mileage, and per diem claims
Resolve discrepancies directly with engineers to ensure timely corrections and accurate reporting
Assist with follow-ups to shipyards and program partners and maintain capture and opportunity trackers across current and future pursuits
Support proposal and capture efforts by preparing unofficial proposals, staffing matrices, rate tables, and capability summaries as needed
Provide first-level escalation point for IT access issues and laptop provisioning, coordinating with internal resources to resolve problems quickly
Coordinate with HR on onboarding, demobilization, leave tracking, and employment status changes, while maintaining records for certifications, clearances, and training compliance

Required

Background check and US Citizenship are requirements of this position
Experience supporting complex programs in shipyard, engineering, industrial construction, or manufacturing environments
Strong understanding of engineering staffing models, program operations, and project workflows
High proficiency in MS Office (Excel, Word), PDF markup tools, and reporting templates
Exceptional organizational skills, attention to detail, and follow-up discipline
Ability to multi-task accurately and efficiently with strong accountability
Confident and proactive in managing responsibilities
Bachelor's degree in business, English, communications, or a computer-related field (or equivalent relevant work experience)

Preferred

Familiarity with Unanet, Navy shipbuilding programs, subcontractor invoicing, or federal contracting environments
Expert-level competency with Adobe Acrobat
