Program Manager, CalAIM Youth Development

The Program Manager is responsible for overseeing the Enhanced Care Management Team and managing the daily operations of the CalAIM and CinA programs, providing leadership to staff, and ensuring high-quality services are delivered to clients.

Responsibilities

Assures that the program consistently provides high quality, trauma informed, professional services. Assures timely, accurate and appropriate documentation
Provides administrative daily/weekly supervision to program staff
Assists with the recruitment, hiring, training and scheduling of program staff
Monitors staff productivity and provides constructive feedback and coaching
Prepares and conducts staff performance reviews annually or as needed and ensures adherence to agency policies and procedures including disciplinary protocols if the need arises
Engages in component and program development, implementation, and evaluation
Sets parameters for documentation requirements
Responsible for the onboarding of new staff, training and compliance of HIPPA laws
Facilitates weekly or bi-weekly Multi-disciplinary Team Meetings and provides individual supervision to staff on a consistent basis
Provides (as needed) direct services, presentations and counseling/assessment/case management services to program clients
Conducts weekly review/audits of Managed Care Plans' referred/enrolled members and signs off on them as required
Supervises outside activities of staff, including the facilitation of groups, field trips, literacy, mentoring and outreach, and coordinates center-based activities
Maintains statistics and meets reporting requirements for CinA, and CalAIM programs on the specified database, including program-specific ETO database
Assures accurate completion and submission of all contract narrative and statistical progress reports as required
Under the direction of the Program Director, coordinates or provides substance abuse and mental health services training, and other related staff development activities
Works closely with the fiscal department to ensure accurate and timely submission of all staff Absence Request forms, Mileage Sheets, Timesheets and any other contract/budget requirements
Develops, supervises and maintains systems and procedures that encourage and support a multi-disciplinary wraparound service model which ensures timely and appropriate critical core services for youth, adults and families, including information and outreach to the community, assessment referral and follow up, case coordination and management, home visiting, rapid response to crisis, drug and alcohol counseling and gender-specific services for females
Oversees and operates within program budgets and monitors the use of wraparound fund accounts
Provides Quality Assurance including file reviews, and oversight of documentation of assessment and intake, case management and progress notes, case planning and goal setting, completion of all necessary documents
Participates in and facilitates agency and component meetings
Stays informed of and disseminates to staff information related to the Enhanced Care Management Field
Resolves programmatic issues as identified by staff
Attend required meetings and training as appropriate
Participates in other duties as assigned

Required

Licensed LMFT, LCSW required
Must possess the ability to make sound clinical decisions
Must be able to apply clinical judgment, ethics and accountability to formulate best practices in quality of care
Must have excellent written and verbal communication skills
Ability to demonstrate the interpersonal sensitivity and cultural competency needed for working with diverse populations and workforce
Ability to establish and maintain effective working relationship with staff
Experience working within dual diagnosis and case management
Compatibility with agency purpose, goals, philosophy and approach
Must have good driving record and willing to use own, properly insured, reliable vehicle for the job (mileage reimbursed)
Employment subject to clearances, including background finger printing checks, driving record, tuberculosis testing, and drug testing

Preferred

Bilingual Spanish preferred
Experience working with at-risk youth issues desired
