Senior Engineer, Agency Planning and Implementation

The Senior Engineer, Agency Planning and Implementation will oversee energy efficiency project development, support agency energy master planning, and manage internal databases while collaborating with various stakeholders to improve energy management and reduce greenhouse gas emissions.

Responsibilities

Oversee Energy Efficiency Project Development: The candidate will work with agency personnel, DEM programs and other technical entities to identify and develop energy efficiency projects through the review of Energy Efficiency Reports (EERs), Energy Master Plans, electrification feasibilities, local laws, energy codes, and previously funded and completed projects. Candidates may also develop scopes for decarbonization plans and electrification feasibilities to inform project development. Candidates will synthesize data from these sources to resolve project scopes and objectives
Support Agency Energy Master Planning and Project Prioritization: The candidate will oversee the portfolio planning for city agencies and aligned stakeholders. Tasks include the creation of prioritization protocols and engagement procedures for city agencies based on various energy metrics and standing portfolio data. The candidate will support in defining early project objectives, analyzing building data, developing emissions reduction trajectories, and identifying implementation pathways. The candidate is to assist program directors and senior project managers with vetting, upkeep, dissemination, and organization of the information that results from these efforts
Support internal process improvements: The candidate will work collaboratively to build training and knowledge management within API, including supporting training and exchange of information and building proficiency in energy efficiency technologies
Oversee Perform Technical Calculations and Analysis: The candidate will oversee the (1) review of funding applications by agencies, including vetting energy savings calculators and reviewing supporting audits, as needed; (2) utilization and review of existing tools, such as energy calculators, energy models (table and computer aided), cost estimators, equipment sizing tools and other engineering tools; and (3) development of additional methods and performance enhancements to existing processes
Support Upkeep and Integrity of Internal Databases and Processes: The candidate will be responsible for managing, tracking, and organizing project development data and files. The candidate may be required to generate, review, and validate various technical details across various platforms. In coordination with the Deputy Director, the position may require input and support in developing databases to aggregate project development and portfolio planning resources
Liaise With Relevant Stakeholders: The candidate will regularly liaise, correspond, and meet with all relevant entities. This may include, but not be limited to, agency partners, DEM program staff, facility managers, consultants, contractors, and research and technical support entities and staff representing various city governing bodies
Support Strategic Planning initiatives and External Communications: The candidate may be required to provide technical assistance and content and be a subject matter specialist to support senior staff at hearings and public-facing events. In addition, the candidate will be expected to support other DEM programs and agency personnel with information or other services as managed by the candidate or the aspects of DEM they influence, such as reviewing the development of various energy assessments, calculator creation or review of applications or vetting of other technical information created both internally and externally
Oversees and manages Associate Engineer: Manages day-to-day work of staff, including successful execution of energy audits, reviewing and providing guidance on energy analyses, including coordination with consultants, site visits, and advising DEM staff. Provides training, professional growth and development, and technical expertise

Required

A baccalaureate degree from an accredited college or university in architecture or architectural technology; biology; building science; chemistry; construction management; energy management; engineering, engineering technology; environmental science; facilities management; physics; or a related field
Completion of an apprentice program, a minimum of two (2) years in length, in a construction trade with an emphasis on energy efficiency for buildings and two (2) years of satisfactory, full-time experience in energy generation or conservation work such as planning, developing, implementing, inspecting, analyzing, testing, and verifying interventions to generate clean energy or reduce energy usage
Four (4) years of satisfactory, full-time experience in energy generation or conservation work such as planning, developing, implementing, inspecting, analyzing, testing, and verifying interventions to generate clean energy or reduce energy usage
Education and/or experience equivalent to '1,' '2,' or '3' above. One (1) year of acceptable experience will be credited for every 30 semester credits of undergraduate education in any of the fields described in '1' above. One (1) year of acceptable experience will be credited for a master's degree in any of the fields described in '1' above
To be eligible for placement in Assignment Level II, candidates other than Professional Engineers or Registered Architects must have either: A Bachelor of Architecture degree that is the first professional degree in architecture from an accredited college; or a baccalaureate degree from an accredited college or university and a master's degree in building science, energy management, or engineering from an accredited college or university; or after meeting the minimum qualification requirements, a master's degree in any of the fields described in '1' above. After meeting the minimum qualification requirements, one (1) additional year of experience as described in '4' above
To be eligible for placement in Assignment Level III, candidates other than Professional Engineers or Registered Architects must have, after meeting the requirements for Assignment Level II, one (1) additional year of experience as described in '3' above
To be eligible for placement in Assignment Level IV, candidates must have either: A license as a Professional Engineer or Registered Architect issued pursuant to the New York State Education Law and at least one year of experience as described in '3' above as a major contributor or a project leader on a complex project requiring additional and specific expertise in the necessary disciplines as described in '1' above; or in addition to meeting the requirements for Assignment Level III, one (1) additional year of experience in a supervisory capacity, or as a major contributor or a project leader on a complex project requiring additional and specific expertise in the necessary disciplines as described in '1' above
A Motor Vehicle Driver License valid in the State of New York may be required for certain assignments. This license must be maintained for the duration of the assignment
Incumbents may be required to update existing and/or obtain additional professional industry-standard certification(s) and licenses

Preferred

Mechanical Engineering experience
At least six to eight years of experience in analyzing HVAC equipment operations and specifying equipment upgrades to improve system energy performance
Knowledge of and experience in using ASHRAE Procedures for Commercial Building Energy Audits
Certified Energy Manager (CEM) or Certified Energy Auditor (CEA) credential
Familiarity with Local Law 97 (2019) – Climate Mobilization Act
Familiarity with issues pertaining to energy efficiency in existing buildings, including electrification, green building design and resiliency
Strong written and verbal communication skills
Proficient computer skills, including Microsoft applications (Advanced Excel skills a must)
Must be well-organized, detail-oriented, and able to handle multiple responsibilities and deadlines simultaneously
Strong analytical abilities
