Senior Supervising Assessor

NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently. They are seeking a Senior Supervising Assessor to oversee property valuations and manage a team of Assessors, ensuring compliance with department policies and effective service delivery.

Responsibilities

Serves as primary Borough Office administrator; monitors Supervising Assessors, Assessors, Assistant Assessors and support staff performance, productivity, and adherence to Department time, leave, and other regulations
Supervise a team of Assessors, performing quality control of valuations, and review valuation methodology for assessment staff at that location
Conduct regular meetings with staff to discuss policies and procedures. Hold weekly conferences with Supervising Assessors and staff as needed, to communicate goals and performance expectations. This includes monitoring performance, productivity, and staff adherence with the Department's time and leave regulations and other Department rules and guidelines
Assist in developing, directing, and implementing new policy directives, programs, and strategies
Implement borough-wide policy and procedures
Handle and resolve operational issues, e.g., ensuring service to clients, inter-agency matters, etc
Respond to central quality control team
Provide technical expertise and on-spot training for staff
Physically inspect and determine the assessed valuation of properties as required and assist staff with scheduling of assignments to ascertain that valuation goals are achieved
Ensure general office operational issues are appropriately resolved

Required

Permanent City Assessor civil service title
Baccalaureate degree from an accredited college or university and two years of satisfactory full-time experience in real estate work involving the valuation of real property such as assessor, appraiser, valuation data manager, real property appraisal aide or the like
Associate degree or 60 semester credits from an accredited college or university and three years of satisfactory full-time experience in real estate work involving the valuation of real property
Four-year high school diploma or its educational equivalent and four years of satisfactory full-time experience in real estate involving the valuation of real property
Education and/or experience equivalent to the above qualifications, with at least a four-year high school diploma or its educational equivalent and at least two years of satisfactory full-time related experience
For positions requiring State Board Certification: a four-year high school diploma or its educational equivalent and four years of satisfactory full-time experience in an occupation involving the valuation of real property
For positions requiring State Board Certification: graduation from an accredited two-year college and three years of the experience described above
For positions requiring State Board Certification: a baccalaureate degree from an accredited college and two years of the experience described above
Education and/or experience equivalent to the above qualifications, with at least a four-year high school diploma or its educational equivalent and at least 18 months of satisfactory full-time related experience

Preferred

At least five (5) years of supervisor experience in an Assessment Office
NYS certified by NYS rules for Real Property Tax Administration Subpart 8188-8 New York City Assessors
Ability to incorporate change management using the Department of Finance pillars (fairness, transparency, effectiveness/efficiency, and customer service)
Strong quantitative skills with data analysis experience
