Assistant to the Dean - Finance and Operations
Utah Valley University is seeking an Assistant to the Dean for Finance and Operations to provide strategic leadership and support fiscal management within the Woodbury School of Business. This role involves overseeing financial operations, budget planning, and compliance while advising senior leadership on financial decision-making and personnel planning.

Responsibilities
Manages financial operations and maintains balanced budgets within the college. Oversees the spending/budgeting, fiscal planning and oversight for all funding sources, including state appropriated funds, student fees, grants, private donations and endowments and other monies received within the college. Analyzes department/program expenditures to determine trends and fiscal responsibility; recommends solutions to the deans and department chairs. Analyzes budget reports and other fiscal data for the dean. Reports on such issues and handles questions regarding budget balances, proper expenditure of funds, travel expenses, budget transfers, etc. Ensure compliance with university, state, and federal fiscal policies and procedures. Make strategic recommendations to support academic growth and resource optimization
Direct the annual budget planning process for the School, ensuring fiscal sustainability and alignment with institutional goals. Collaborate with department chairs and program directors to develop budget requests and monitor expenditures. Evaluate financial impacts of new initiatives, academic programs, and personnel actions, providing recommendations grounded in sound fiscal analysis.Oversee processes related to PBA planning and strategic funding proposals. Advises the dean on position vacancies, job postings, and hiring of positions. Work with deans and department chairs in developing job descriptions and facilitating new hire paperwork. Advises and informs the deans and department chairs on personnel related issues. Responsible for the preparation and submission of various reports, including timecards, PAF's, ESAF's, new hire paperwork completion and submission, requisitions, purchase orders, travel requests, index tracking and reconciliations, budget balances, etc. Establishes, updates, and maintains files, inventories, ordering, receiving, billing, distributing, and reconciling expenditures. Oversees the payroll process, including preparation, submitting, monitoring, and maintaining payroll records
Partner with the Dean and leadership council to develop long-term strategic and operational plans. Provide fiscal insight into college initiatives, enrollment projections, and academic priorities. Analyze the financial implications of program growth, enrollment trends, and policy changes Serve as liaison for the Dean between the college and other internal and external agencies
Provide training and consultation to department chairs, faculty, and staff on fiscal management practices, budgeting, personnel management and policy interpretation. Communicate complex financial information in clear, accessible ways to a range of stakeholders. Serve as the Dean's designee for fiscal policy interpretation, ensuring consistent application of procedures across the college
Advise the Dean on staffing strategies and financial implications of personnel decisions. Contribute to policy development related to hiring, compensation, and workload distribution. Manage the tracking of faculty workload, maintain personnel records, tenure and promotion data and files
Analyze, interpret and predict impact of course enrollments, new academic programs, program growth or decrease, changes in budgets and other changes that affect the college. Assists with projects and serve on committees within the institution as assigned. Performs other duties as assigned
Qualification
Required
Bachelor's degree in Accounting, Finance, Business Administration, or related field required; or an equivalent combination of education and relevant professional experience
Understanding of higher education fiscal management, fund accounting, and strategic budgeting practices
Knowledge of cost control, forecasting, and financial modeling in an academic setting
Familiarity with human resource budgeting, university financial systems
Knowledge of academic administrative principles and procedures
Strong analytical, quantitative, and problem-solving skills
Exceptional written and verbal communication abilities for presenting financial data and recommendations to diverse audiences
Proficiency in spreadsheet modeling, data visualization, and enterprise budgeting systems
Skill in organizing resources and establishing priorities
Records maintenance skills
Ability to think strategically and translate data into actionable insights
Ability to work effectively with a wide range of constituencies in a diverse community
Ability to train and mentor others in budget and fiscal operations
Ability to manage multiple complex projects with precision and confidentiality
Ability to lead and train staff and/or students
Ability to create, compose, and edit written materials
Preferred
Experience in higher education finance or public sector accounting
Demonstrated success in strategic budgeting, forecasting, and fiscal policy advising
