Procurement and Contracts Specialist 2 - Planning and Public Works

They are seeking a Procurement and Contracts Specialist 2 to lead contract management, administration, and compliance review for County procurement of goods and services, while collaborating with various divisions and stakeholders.

Responsibilities

Lead and/or perform procurement and contract monitoring and administration services for complex and high-risk contracts. Ensure all procurements and contracts with grant or federal funding meet federal, state and County requirements
Independently develop, negotiate, execute, and administer unique, complex, high-risk, legally binding contracts
Develop specialized contract terms and conditions as needed for individual contracts
Draft, recommend and implement Department-specific policies, procedures and processes for procurement, contracting and contract close-out
Create documentation and provide easy access to resources within the Business & Financial Operations Division that are in alignment with PCS guidance
Provide training on contract and procurement processes to divisions and vendors interested in contracting with PPW

Required

Any equivalent combination of education and experience
A resume and cover letter are required for this position
Bachelor's degree in public or business administration, or related area; AND
Two years of progressively responsible work experience in the area of public sector procurement and contracting, AND
One year of supervisory or lead experience is required

Preferred

Certifications in Procurement and Contracting such as CPPO, CPPB, NIGP-CPP
Experience in Public Works and goods/services contracting / purchasing
Experience in administering inter-locum agreements
Knowledge of RCWs, WACs and other procurement guidelines
State, County, or City Government contracting and procurement experience
