Responsibilities

Manages and provides leadership of the newly-created Sector contracts function for contract negotiation, analysis, and administration; guidance and oversight of proposal preparation; and customer contact related to shaping contract acquisitions and fulfillment in order to achieve company annual operating plan
Ensures that BNATCS Sector contracts achieve optimal operational performance by adhering to contract policies, procedures, methods, operating practices, and working in partnership with the business leaders to drive performance standards that deliver FAA's NEEDS and culminate in excellent CPARs, award fee scores, and achievement of mission success
Collaborates with executive leadership to develop and execute contracting strategies
Facilitates effective implementation of contract responsibilities within program objectives and requirements
Assists sector team with development of risk mitigation approaches, proposal development, negotiation strategies, change management, and leads the team on resolution of contractual issues
Reviews and resolves all issues affecting company compliance and ensures satisfaction of legal requirements, Company, and customer objectives
This individual will ensure all contracting activities adhere to federal regulations to include the AMS, and, as applicable, FAR, CAS, and other applicable agency policies
Provides strategic guidance to completion on more complex bids that may require integrating proposals from subcontractors and other potential vendors
Advises Sector management of contractual rights and obligations and provides interpretation of terms and conditions as necessary
Provides contractual guidance to business team members for Program Statements of Work
Leads, mentors, trains, develops, and manages a team of geographically dispersed contract professionals
Reviews and directs the activities of contract professionals including highly complex solicitations and assists the Sector Contracts team members in the preparation of specialized and/or non-routine response for proposals, bids, and contract modifications
Provides people leadership and mentorship of Sector contracts personnel through team and individual performance appraisals and reviews, evaluations, and evidence-based examples of good performance
Fosters a high performance environment and provides training and development opportunities
Focal point for communications with legal, finance and business team disciplines for resolution of contract issues and disputes
Supports change management and process improvement initiatives

Required

An in-depth knowledge about federal government contracting, to include federal acquisition process and regulations
Experience managing complex integration contracts
Business acumen with ability to think critically and develop creative and practical solutions
Strong communication skills to include verbal, written, and time management skills
Reputation for unqualified commitment to integrity and professionalism
Superior interpersonal skills and the ability to relate to employees and management at all levels
Attention to detail and organization
Highly adaptable to change; ability to work independently and collaboratively
Ability to multi-task and operate in a fast-moving environment
Strong analytical, problem solving, decision making, negotiation, communication and interpersonal skills
Willingness to work on-site in Bethesda, MD, Washington, DC, or other locations in the metropolitan DC area on a daily basis
Bachelor's Degree in a relevant field plus a minimum of 18 years of related work Experience working as a Contracts professional in the federal contracting in positions of progressive responsibility, including 5+ years of experience managing employees
Ability to obtain a Public Trust clearance
