Government Administration
Responsibilities
In charge of acquiring all goods and services for Florence County and its Unified Fire Districts
Sign off on all purchase orders (PO)
Sign off on all contracts as assigned by Deputy Administrator
Assists departments with obtaining quotes for purchases
Initiates, administers, manages, and oversees invitation to bids and request for proposals (RFP) or request for qualifications (RFQ)
Oversees and approves all request for quotes
Conducts employee evaluations
Leads and develops procurement personnel
Oversees surplus auctions
Generates weekly solicitation reports
Coordinates various meetings for pre-cons, etc
Updates Standard Operating Procedures for Procurement as needed and the County’s Procurement Code
Conducts price analysis to determine bids/proposals/quote awards
Qualification
Required
Requires a Bachelor's Degree in business, finance, or accounting and/or five years of experience in centralized procurement operations
An equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is sufficient
Must have strong communication and analytical skills
Must have a valid South Carolina driver's license
Preferred
Government experience preferred but is not a requirement
