Budget Analyst (Fiscal Services Administrator I)
The Maryland Department of Transportation is seeking a Budget Analyst (Fiscal Services Administrator I) to join the Office of Finance at BWI Marshall Airport. The role involves tracking and reconciling expenses for maintenance and repair contracts, developing financial status reports, and advising staff on financial processes.

Responsibilities
Tracking expenses on a monthly and cumulative annual basis for large, complex, and multi-year maintenance and repair contracts currently totaling over $100 million
Performing monthly reconciliation of over 85 maintenance and repair contracts, monitored on the Contract Monitoring and Utility spreadsheets to ensure all contracts are in balance within the Financial Management Information System (FMIS)
Investigating and determining whether required funds are available to approve the submission of MDOT MAA Fund Certifications for all contracts and blanket purchase orders over $25,000 for the operating and capital program
Developing and preparing financial status reports on contracts
Facilitating monthly Pre-Status of Funds meetings with Contract Support, Budgeting & Contract Administration, and the Environmental Unit to ensure projected spending for all contracts are accurately captured
Advising and counseling accounts payable staff and procurement personnel on appropriate coding of invoices, FMIS requisitions, and purchase and change orders, which require a special allocation or distribution of costs
Working closely with the accounting department to develop accruals for year-end closing procedures from the Contract Monitoring and Utilities spreadsheets to be entered into FMIS
Qualification
Required
Possession of a bachelor's degree in accounting, auditing, public or business administration, finance, economics or a related field from an accredited college or university
Five (5) years of experience in professional accounting, auditing, budgeting, fiscal or financial management
Employees assigned duties that require the operation of a motor vehicle must possess a motor vehicle operator's license valid in the State of Maryland
Preferred
Applicants may substitute a bachelor's degree from an accredited college or university with thirty credit hours in accounting and related courses, including or supplemented by three credit hours in auditing, for the required education
Applicants may substitute possession of a certificate as a Certified Public Accountant (CPA) for one year of the required experience
Applicants may substitute possession of a Master's degree in one of the above specified fields or concentrations for one year of the required experience
U.S. Armed Forces military service experience as defined under the Minimum Qualifications may be substituted for the required experience on a year-for-year basis
