Civil Engineer

County of Santa Barbara is currently accepting applications for a full-time Civil Engineer vacancy in the Public Works Department. The Civil Engineer will be responsible for designing engineering projects, conducting environmental assessments, and supervising staff, all aimed at efficiently managing waste products and utilities while ensuring public health and environmental protection.

Responsibilities

Designs a variety of engineering projects (e.g. landfill gas collection and treatment systems, stormwater management systems, and water treatment systems) and supervises a staff of professional and sub-professional personnel in the planning, design, preparation of drawings, plans, specifications, contractor's bids, and estimates for various landfills and recycling and transfer stations; coordinates contract administration activities and manages consultant and construction contracts
Conducts environmental site assessments and evaluates, optimizes, and maintains environmental management systems to mitigate impacts to soil, surface water, and groundwater. Performs engineering analyses to support environmental permitting and regulatory compliance documents; prepares and reviews water quality, environmental monitoring, and regulatory compliance reports; and represents the department in meetings, public hearings, and negotiations with regulatory agencies
Coordinates the preparation of infrastructure plans; writes technical specifications and sets up bid and construction schedules for county contracts; reviews proposed plans for compliance with County engineering standards, California Environmental Quality Act findings, and permits, and represents RRWM at Board of Supervisor hearings and public meetings as assigned
Plans, designs, and supervises the installation and operation of Supervisory Control and Data Acquisition (SCADA) to remotely monitor environmental management systems and solve engineering problems; plans and supervises the activities of a materials testing laboratory involved in testing and analysis of a variety of materials, and investigation and evaluation of soils, soil vapor, stormwater and wastewater reports
Performs difficult engineering work in cost analysis, research, or other specialized technical studies; conducts hydrologic and hydraulic analyses such as ground-water-yield studies and rainfall-runoff, open-channel and pipe flow analyses; gathers data, devises solutions, and prepares engineering and economic reports and recommendations

Required

Graduation from college in civil engineering and possession of a Professional Civil Engineer registration in the State of California
Three years of increasingly responsible professional civil engineering experience
Experience in the solid waste management industry and knowledge of inspection principles, practices, techniques, and terminology
Has or is willing to seek Qualified Industrial Storm Water Practitioner certification
Excellent written and verbal communication skills
Dedication and team loyalty with good judgment
Solution-oriented strategic problem-solving skills
Ability to effectively manage multiple situations occurring simultaneously
Demonstrated ability to develop and maintain sound working relationships with diverse people and multidisciplinary teams
Experience managing/supervising at least one (1) direct report
Ability to prepare and write clear and concise federal, state, and local regulatory reports, and keep records organized accordingly
Strong project management skills and a proven ability to effectively plan, budget, procure, and manage projects involving the maintenance and construction of engineering systems
Possession of a valid California Class C Driver's License
Knowledge of the principles and practices of civil engineering and the ability to apply them to the planning, design, construction, and maintenance of roads, flood control, and other public works facilities
The materials, methods, and equipment used in the construction of public works
Ability to analyze facts and to exercise independent judgement
Coordinate, train, and supervise the work of subordinates
Prepare correspondence and reports
Establish and maintain effective work relations with colleagues, representatives of other public and private organizations, and with the public
