PUBLIC SAFETY TELECOMMUNICATOR (OA)
The U.S. Army Installation Management Command is seeking a Public Safety Telecommunicator to handle dispatching for Fire, Emergency Medical Services, and Law Enforcement responders. The role involves monitoring alarms and activating Mass Notification Systems in Army Garrison Public Safety Answering Points (PSAPs) / 911 Centers.

Responsibilities
You will be responsible for the operation of system interface computer equipment
You will acknowledge or defer alarms, determine the priority level of each alarm generated, determine the operational procedures for the alarm and act in accordance with procedures for the Fire Detection and Intrusion Detection System
You will transfer caller to proper personnel as determined or dispatches a variety of emergency equipment to include police, fire, ambulance, rescue or hazardous materials units
You will maintain continuous telephone contact with caller, when appropriate, during emergency situations
You will be responsible for caller interrogation to determine the problem and the nature of the call
You will Identify the nature of emergency, level of response required based on local protocols, and provide any additional information to the responding units
You will perform crisis intervention with distraught emergency callers during high-risk situations until appropriate emergency field units arrive on scene
Qualification
Required
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation
Within 16 weeks from the date of employment, you will be required to demonstrate reasonable proficiency at locally established training guidelines on the use of E911, CAD, Land Mobile Radio (LMR), and station alerting software and equipment
Position is subject to shift work where the incumbent is required to work an alternate, rotating work schedule, which requires an uncommon tour of duty (including nights, weekends and holidays)
Incumbent is required to work (mission essential) regardless of weather conditions or base closure and to report to the duty station at the regularly scheduled time
Incumbent may be required to wear a uniform
Incumbent must be a qualified typist. (40 wpm)
Incumbent must pass a pre-employment; fingerprint based criminal history investigation for any location that accesses Criminal Justice Information Systems
The incumbent is required to obtain and maintain a valid state driver's license
The incumbent is required to obtain and maintain certification in: Cardiopulmonary Resuscitation (CPR). Emergency Medical Dispatch based on the program standards at the location assigned
Incumbent must complete the Department of Defense Telecommunicator I and II or equivalent based on the program standards at the location assigned
Incumbent must complete State National Crime Information Center (NCIC) certification based on assigned location
Incumbent must complete the National Incident Management System (NIMS) IS 100, 200, 700, and 144 courses
The incumbent is responsible for attaining continuing dispatch education (CDE) requirements through in-service training that is offered locally and pass in accordance with predetermined course requirements
Pre-employment vision and hearing screenings are required
Occasional travel may be required to attend trainings, conferences, or meetings
In order to qualify, you must meet the experience requirements described below
Specialized Experience: One year of specialized experience which includes experience in answering emergency 911 calls and conduct emergency and non-emergency call processing, dispatching appropriate equipment/vehicles required for different emergency situations, maintaining accurate log information and updating access rosters to ensure proper security and compliance of monitored facilities, using computerized graphical facility schematics to locate fire and security alarms, monitoring status and availability of police, fire, and EMS to assure an appropriate response is complete
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-05)
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted
Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration
You will be required to provide proof of U.S. Citizenship
One year trial/probationary period may be required
