Responsibilities

Exercise delegated authority to oversee the overall planning, direction, and timely execution of the Engineering and Construction Division
Manage organizational changes, or major changes to the structure and content of the program or program segment directed
Formulate and administer broad policies and procedures necessary to the development of comprehensive engineering reports including preliminary examination, survey review and design memoranda reports approved by Congress for construction
Serve as advisor to the District Engineer in the establishment of broad administration and technical policies, and in furnishing expert technical advice
Coordinate all phases of construction and or rehabilitation at military installations with the using agency in determining and meeting requirements according to the purpose for which the installation will be used
Exercise staff control over construction field activities to assure completed work conforms to the terms and intent of the plans, specifications, and provisions of the contracts, and established policies are being followed

Required

State Registration as a Professional Engineer (PE) license OR Licensed Architect (R.A.) NOTE: THIS MUST BE SUBMITTED WITH YOUR APPLICATION PACKAGE
One year of specialized experience which includes 1) Providing expert knowledge, experience, and guidance to engineering and/or construction technical professionals supporting a diverse portfolio of projects.; AND 2) Developing the execution strategy of large construction projects/programs to include acquisition methods for mission delivery and contract administration.; AND 3) Conducting supervisory or lead functions over organizational staff (e.g. develop performance standards, evaluate performance, recommend and approve awards for subordinate employees, etc.)
Basic Requirement for Engineers: A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics
Basic Requirement for an Architect: A. Degree: Bachelor's degree (or higher degree) in architecture or in a related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation
Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450
Position requires Temporary Duty Travel (TDY) at least 25% of the duty time
Incumbent may be subject to a one-year probation to assess your ability to perform supervisory duties is required unless previously completed
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14)
