HUMAN RESOURCES BUSINESS PARTNER

NEOGOV is a part of Manatee County Government seeking a Human Resources Business Partner (HRBP) to serve as a strategic partner to leaders, providing guidance and support in human resources management. The HRBP will collaborate with department heads to implement HR strategies, manage employee relations issues, and ensure compliance with employment laws.

Responsibilities

Performs routine tasks required to deliver human resource programs including, benefits, and leave; disciplinary matters; performance and talent management; productivity, recognition, and morale
Serve as a trusted advisor to managers and employees, providing guidance on employee relations issues, conflict resolution and performance management
Manage and resolve complex employee relations issues and assures sensitive matters are brought to the appropriate staff
Collaborates with departmental managers to understand skills and competencies required for existing and open positions and developing successful strategies to meet current and future staffing needs
Proactively identifies retention issues and provides timely and proper solutions
Work closely with operations management and employees to improve work relationships, build morale, and increase productivity and retention
Reviews current policies, procedures, and programs; makes recommendations for revisions; assists in development of new policies, procedures, and programs; implements changes to new and existing policies, procedures, and programs, coordinating with legal counsel, if necessary
Assists with identifying department and individual training needs for employees
Help facilitate employee engagement and team buildings activities
Handles employment-related inquiries from applicants, employees, and supervisors, referring complex and/or sensitive matters to the appropriate staff
Assures HRIS and employee data reflects accurate state of company and employees
Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance
Liaison for Union; including labor relations, CBA Administration, Grievance Handling and Contract negations
Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law
Efficiently handles multiple priorities and projects in a timely manner
Performs other related work (including weather or extreme emergency duties) as required

Required

Bachelor's degree in Human Resources, Business Administration, Public Administration, or related field
Minimum of four (4) years' work experience related to human resources, preferably working in a human resources department
Valid driver's license required, with valid Florida's driver's license within 30 days of hire
Proven experience working within a unionized environment, including the interpretation and application of Collective Bargaining Agreements is strongly desired
Ability to work independently and with a team in a fast-paced environment
Must possess excellent verbal and written communication skills, strong organizational and time management skills
Excellent interpersonal, negotiation, and conflict resolution skills
Excellent time management skills with a proven ability to meet deadlines
Strong analytical and problem-solving skills
Ability to prioritize tasks and to delegate them when appropriate
Ability to act with integrity, professionalism, and confidentiality
Thorough knowledge of employment-related laws and regulations

Preferred

SHRM-CP or PHR certification
One (1) or more years of supervisory experience desired
