Executive Director – Residential and Case Management Programs

The Executive Director of Residential and Case Management Programs is responsible for overseeing service delivery and financial performance of all residential and case management programs, ensuring compliance with regulations and the delivery of high-quality care.

Responsibilities

Assure the ongoing excellence of the quality of care in all programs such that they are provided in accordance with the principles of social rehabilitation, and in full compliance with all funder and contractual requirements
Ensure ongoing compliance of programs with all applicable laws, regulations, policies and procedures of county, state and federal agencies
Develop and successfully manage an annual operating budget for each program
Monitor program financial performance and ensure the financial viability of each program
Review P and Ls for each program at the close of each month and partner with the CCO to optimize financial performance of programs across the fiscal year
Consistently use clinical KPIs (referral volume, conversion rates, no show rate, and billable service volume) to evaluate the performance of line staff
Conduct root cause analysis with program leaders and line staff to identify contributors of underperformance and correct performance issues
Partner with the agency’s Quality Assurance and Process Improvement team to conduct process improvement projects when necessary to ensure the efficiency and effectiveness of workflows and services
Partner with Caminar staff to identify grant funding opportunities
Ensure that program grants are applied to services in a consistent, accountable, and appropriate way
Partner with the CCO to design and successfully implement new clinical programs that fall within the case management or residential level of care
Recruit, hire, supervise, and manage the performance of the positions that report directly to the ED
Ensure the recruitment, selection, hiring, supervision, evaluation, training and termination of all positions is in line with the organization’s values, philosophy, policies and procedures
Ensure that all staff members receive training appropriate to their positions, and as required, so that the quality of services provided remains excellent
Ensure that all services are relevant and sensitive to the diversity of the clients we serve; ensure the provision of cultural competence training regularly to all staff and through a concerted effort to recruit and retain a multi-culturally diverse staff throughout all programs
Develop and maintain productive relationships with funding source representatives, attending liaison meetings as necessary
Ensure that funding agencies receive accurate and timely client data and billing information which is fully compliant with funder requirements
Meet regularly with leadership staff to provide consultation and direction in order to assure clinical and administrative excellence and consistency throughout the service line
Represent and promote the agency in the local service community, the community at large, and in statewide venues, ensuring a positive and caring public image, as well as appropriate visibility
In collaboration with agency Operations and Quality Assurance staff, develop and implement policies and procedures that support the operation and direction of services
Support the CEO and CCO in planning for development of new services
Monitor ‘operating account’ of assigned services and programs to ensure that only appropriate expenditures are made and that the accounts are reconciled on a monthly basis
Ensure all programs and services comply with the agency’s Health and Safety program
Partner with agency Operations and Facilities staff to ensure that the agency’s vehicles and real property in the region are properly maintained and that facilities and offices are attractive, clean, safe, and comfortable
Work closely with the agency human resources department on personnel issues affecting staff and teams
Periodically review, evaluate and modify programs to ensure that they meet the needs of funding organizations and the community at large
Drive own vehicle to treatment facilities and liaison destinations, as required, documenting and reporting mileage according to agency procedures
Perform other related duties, responsibilities and special projects as assigned

Required

Must be passionate about Caminar's mission
Master's Degree in a mental health-related field is required; active California licensure from the Board of Behavioral Science as a LMFT, LCSW, LPCC is preferred
Minimum of five years demonstrated experience providing program management, staff supervision, and leading multidisciplinary teams in the provision of mental health services is required
Prior experience developing and managing operating budgets for multiple programs is required
Demonstrated experience using clinical KPIs to monitor and optimize program and line staff performance
Excellent computer skills in a Microsoft Windows environment including email and Internet navigation required

Preferred

Minimum of 3 years of demonstrated work experience with services supporting individuals living with serious mental illness (SMI) is strongly preferred
Demonstrated knowledge of CARF and/or Joint Commission standards and accreditation process
Knowledge and demonstrated ability to implement the following evidence-based models: Psychosocial Rehabilitation, ACT Model, Full-Service Partnership, Harm Reduction, Housing First, and Motivational Interviewing
Demonstrated knowledge of CCL and other state/county regulations for residential care facilities strongly preferred
Experience with and knowledge of MediCal documentation and billing requirements
Demonstrated success leading programs that are financially viable is required
Experience managing web-based time and attendance and staff training and development system strongly preferred
