Program Manager (Child & Adolescent Behavioral Health Hartmann Center)
Highland Rivers Behavioral Health provides treatment and recovery services to individuals impacted by mental illness and substance use disorders. The Hartmann Program Manager is responsible for the day-to-day operations of the facility and staff, ensuring adherence to program requirements and managing human resources effectively.

Responsibilities
Responsible for the leadership and management of staff and resources
Oversees the day-to-day operations of a 24/7 residential program including crisis intervention, regular on-call rotation, and planning work of and supervision of full time and part time program staff members
Manages program's human resources including but not limited to overseeing staffing capacity and patterns, recruitment and selection of candidates for hire, completing departmental orientation and training, setting performance expectations, completing performance appraisals, approving staff work schedules, timesheets, leave requests, secondary employment requests, recommendation of disciplinary action, facilitation of monthly supervision sessions, identification of staff development needs, and addressing staff issues as they arise
Ensures program adheres to agency, state, federal, and contractual requirements by completing ongoing quality improvement tasks including but not limited to internal audits, completion of corrective action plans, performance improvement plans, and development of standard operating procedures necessary for efficient and effective operation of the program. Maintains program capacity requirements and ensures that services are delivered in accordance with DBHDD program contract
Monitors program budget on a continuous basis and makes necessary adjustments, ensuring that program stays within its allocated budget and approves program purchases
Completes deliverables including billing reports, tracking of key performance indicators, census reports, court summaries, and letters of progress in a timely manner, as directed
Leads staff/treatment team meetings to review individuals' progress toward goals identified on individualized recovery plans, needs and continued plan of care
Participates in discharge planning meetings, ensuring appropriate documentation has been completed within required timeframes
Develops and implements plans to accomplish organizational objectives
Participates in supervisor, department, and assigned committee meetings
Participates in outreach and marketing activities to establish quality relationships with community stakeholders, state and local officials, the general public, and referral sources
Collaborates with a multi-disciplinary team in reviewing cases and evaluating progress toward goals established on individualized recovery plans, including referrals to internal and external providers
Provides clinical consultation to referral sources, community stakeholders, and members of individuals' support system to help support individuals in their recovery process
Works cooperatively with the legal system to ensure coordination of services including court appearances when appropriate
Intervenes and manages acute crisis situations as needed
Completes in person and online training to encourage professional development and meet agency, accreditation and regulatory standards, as scheduled
