Budget Analyst II - Human Services Department
The City of Phoenix Human Services Department enhances the health and quality of life for residents by providing various services. The Budget Analyst II performs advanced fiscal analysis and reporting to support the preparation and administration of the City budget, coordinating operating and capital budgets, and assisting with financial management tasks.

Responsibilities
Preparing the department's Capital Improvement Plan (CIP) budget
Facilitating the projection review process for the department and submitting it to the budget liaison
Managing procedures outlined in Budget Report Document (BRD) letters for budget processes, as well as adhering to Budget & Reporting (B&R) deadlines
Completing position costing for the department and making necessary changes in SHERPA
Assisting with the development oversight and management of the revenue and expenditure budgets
Assisting with the Inventory of Programs and the Program Budget
Assisting with monthly budget reports for various divisions
Assisting in grant tracking and reporting for the Nutrition Program
Approving purchase requests for assigned divisions; and supervising an Account Clerk III
Qualification
Required
Three years of experience in governmental budgetary and finance activities
Bachelor's degree in finance, accounting, statistics, or related field
Other combinations of experience and education that meet the minimum requirements may be substituted
Working more than forty hours in a workweek without additional compensation to perform assigned job duties, including weekends, evenings, early morning hours, and holidays will be required
All finalists for positions are subject to a criminal background check applicable to the department or position
Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage
Preferred
Experience supervising professional and/or paraprofessional accounting staff
Experience with review and analysis of budget to actuals reconciliation
Experience evaluating expenditure estimates and recommending necessary adjustments
Experience with Microsoft Office programs, specifically Excel
Sherpa and SAP experience
