Assistant Payroll Manager (Accountant IV) - Finance Department, Central Pay Division
The City of Phoenix is seeking an Assistant Payroll Manager/Accountant IV in the Finance Department's Central Payroll Division. This role is crucial for overseeing payroll operations, ensuring compliance with regulations, and providing leadership to accounting staff. Responsibilities include managing payroll discrepancies, preparing tax filings, and contributing to strategic planning efforts within the Finance Department.

Responsibilities
Oversight, coordination, training, and performance evaluation of professional and paraprofessional accounting staff
Providing daily support to payroll operations to maintain continuity, accuracy, and compliance in all payroll activities
Ensuring full compliance with City labor agreements, internal policies and procedures, and all applicable federal, state, and local payroll regulations
Review and evaluation of payroll reports and the authorization of payment memos to uphold financial accuracy and regulatory adherence
Analysis and resolution of payroll discrepancies by conducting research, identifying root causes, and developing informed recommendations
Completion of monthly payroll-related general ledger reconciliations to ensure accurate financial reporting
Calculation and management of complex payroll accounts receivable
Preparation of annual and quarterly federal and state payroll tax filings
Preparation of W 2, W 2C, and 1099 R tax forms
Generation of annual and monthly payroll reports and operational schedules
Revision of standard operating procedures to reflect current practices and regulatory requirements
Assistance with the implementation and testing of payroll software updates and process improvements, including the City's planned implementation of the Time and Labor system
Contribution to the design and implementation of accounting policies, procedures, internal control systems, and process improvements
Qualification
Required
Five years of professional accounting experience, including one year in a supervisory capacity
Bachelor's degree in accounting, business or public administration or a related degree
Excellent communication and interpersonal skills
Strong planning and problem-solving skills
Highly detailed oriented and process driven
Creative thinking
Solid research and analytical skills
Ability to work in a fast-paced environment and multi-task effectively
Ability to deal with complex calculations
Exceptional time management and organizational skills
Working knowledge of relevant legal regulations
Strong understanding of Fair Labor Standards Act (FLSA) rules, accounting principles, especially related to current federal, state, and City of Phoenix payroll calculations, tax regulations, and employment laws
Advanced skills in Excel and proficiency in Word
Ability to adapt to a flexible work schedule that may require additional work on weekends, evening, early morning, or holidays as needed
Preferred
Five years of experience managing day-to-day payroll operations, including processing, reconciliation, and issue resolution
Three years of experience supervising payroll teams, providing guidance, performance management, and workflow oversight
Experience in implementing and updating payroll and financial systems, ensuring smooth transitions and functionality
Experience in ensuring payroll tax compliance, including preparing, filing, and reporting taxes accurately and on time
Experience in applying legislative requirements, labor agreements, and organizational policies to payroll processes
Experience in applying accounting principles and practices in payroll and financial operations
Experience in auditing payroll and financial reports to identify discrepancies and ensure compliance
Experience in performing general ledger reconciliations related to payroll transactions
Experience in training staff on payroll processes, systems, and compliance requirements
Experience in developing and maintaining standard operating procedures (SOPs) for payroll operations
