Responsibilities

Develop and execute comprehensive voice and video network strategies aligned with DOD IT modernization initiatives

Lead cross-functional teams in the design and deployment of enterprise unified communications solutions

Provide technical guidance and oversight for Voice over IP (VoIP), video teleconferencing (VTC), and collaboration platforms

Establish architectural standards and best practices for voice and video network implementations

Oversee the engineering and maintenance of multi-site voice and video infrastructure

Direct the integration of legacy and modern communication systems within existing network architectures

Ensure compliance with DOD cybersecurity requirements, including DISA STIGs and RMF processes

Manage vendor relationships and evaluate emerging technologies for potential implementation

Monitor network performance metrics and implement optimization strategies to maintain 99.9% uptime

Lead incident response and root cause analysis for critical communication system outages

Develop and maintain disaster recovery and business continuity plans for voice and video services

Coordinate with cybersecurity teams to implement security patches and vulnerability remediation

Manage annual budgets for voice and video network operations and modernization

Oversee contractor performance and ensure deliverables meet technical specifications and timelines

Prepare technical reports, briefings, and recommendations for senior leadership

Ensure compliance with federal acquisition regulations and DOD procurement processes

Required

Minimum 10 years of progressive experience in voice and video network engineering and management

At least 5 years in a senior technical leadership role managing complex communication systems

Demonstrate experience with DOD or federal government IT systems and security requirements

Experience managing teams of 30+ technical professionals

Expert knowledge of VoIP technologies, SIP protocols, and unified communications platforms

Proficiency with video conferencing systems, codecs, and streaming technologies

Strong understanding of network protocols (TCP/IP, QoS, MPLS, SD-WAN)

Experience with enterprise communication platforms (Cisco, Microsoft Teams, Avaya, etc.)

Knowledge of DOD cybersecurity frameworks, STIGs, and Authority to Operate (ATO) processes

Current DOD 8570 IAT Level II or IAM Level II certification

Professional certifications such as CCIE Voice, CCNP Collaboration, or equivalent

This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment

This position is a Drug Testing Designated Position

U.S. citizenship required

Must be able to obtain Top Secret/SCI security clearance
