Labor Relations Analyst 1/2 (PCN 02-2002)

The State of Alaska is seeking a Labor Relations Analyst 1/2 to join the Labor Relations Section in the Department of Law. This role involves representing the executive branch in union contract negotiations and administering grievances, while also providing consultative services and training to management personnel.

Responsibilities

Investigate grievances and complaints to establish and verify facts
Interview witnesses
Arrange for and conduct fact finding and conciliation meetings with management personnel
Research and make recommendations for a course of action
Prepare for and/or present at arbitrations, mediations, and other dispute resolution activities
Participate in/lead contract negotiations
Review and make recommendations on letters of agreement
Research and respond to contract interpretation questions
Respond to records requests
Advocate for a position in adversarial proceedings
Represent the state at Alaska Labor Relations Agency hearings regarding unfair labor practices, unit clarification, and other matters
Provide training and consultative services to managerial and supervisory personnel on contract negotiation and administration
Establish and administer labor-management committees

Required

Knowledge of hiring, classification, benefits, labor relations, negotiation, and State and federal employment regulations
Knowledge of laws, rules, regulations, case law, principles, and practices related to employee conduct, performance, and dispute resolution
