HOST AVIATION RESOURCE MANAGEMENT (HARM) SPECIALIST
USAJOBS is seeking a HOST AVIATION RESOURCE MANAGEMENT (HARM) SPECIALIST to manage and control all operational administrative aspects of aviation resource management. The role involves utilizing the Aviation Resource Management System (ARMS) to authenticate and publish aeronautical orders, validate entitlement pays, and verify requirements for rated and non-rated aircrew.

Responsibilities
Plans, implements and controls all operational administrative aspects of aviation resource management. Serves as an advisor/principal contact for management officials
Interprets and administers laws and regulations regarding entitlement incentive pay
Researches, validates, and interprets Air Force Instruction (AFI) Mission Design Series (MDS) specific medical and physiological requirements and flying and ground training requirements
Substantiates personnel listings, determines position status and performs a wide-range of administrative duties
Inputs, updates, and retrieves aircrew data using Air Force Aviation Resource Management Systems at the squadron level

Males must be registered for Selective Service
Experience required in the Aviation Resource Management and Aviation Resource Management System is highly desirable
May be required to travel Temporary duty (TDY) as directed by management, sometimes on short notice, traveling by military or commercial aircraft or by any other designated means
May be required to work other than normal duty hours and tours of duty such as rotating shifts, overtime, weekends, call back, uncommon tours of duty, holidays, etc
Must be able to obtain and maintain the appropriate security clearance
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems
Knowledge of extensive body of Aviation Resource Management objectives, policies, technical rules, guidelines, instructions, regulations, policies and precedents to support and flight pay and training requirements
Knowledge of AF operations, resource management systems and associated programs, interface requirements, browsers, personnel flight records and maintenance
Knowledge of aviation service eligibility, aircrew rating requirements, aircrew flight incentive pay requirements, conditional incentive pay requirements in relationship to reserve status codes, active/inactive reserve status
Knowledge of a wide range of computer/automated data processing techniques, requirements, methods, sources, procedures, system software/hardware and analytical and diagnostic methods
Extensive knowledge of ARMS System work processes and applications to develop database and ad-hoc queries on alternative approaches, to identify problems, to plan and implement solutions and to collaborate with design center personnel to incorporate needed system changes
Knowledge of the objectives, overall design and operating principles of ARMS in order to recognize probable interactions within the functions of the assigned programs
Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program
If using education to qualify, you must submit copies of your official transcripts
Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications
Preferred
DFAS Case Management System (CMS) knowledge highly desirable
May be required to attend various training courses to gain/maintain job proficiency
Incumbent may be required to complete Chief Host Aviation Resource Management course to obtain certifications necessary to perform additional duties in accordance with published guidance and instructions
