Responsibilities
Annual financial and compliance audit
Completion and filing of the agency 990 tax return
File or assist in filing extensions associated with the 990 tax return and/or 5500 filing, if needed
Preparing, typing, proofing, printing, and copying the Basic Financial Statements, supplementary information, and compliance reports
Submitting a draft of the Financial Statements to HCSEG for detailed review
Expecting a listing of requested information needed for the audit from the selected firm during the post selection preplanning conference
Conducting the audit in person at the HCSEG main office
Retaining and making available the working papers upon request for no less than three years from the date of the audit report
Submitting a preliminary draft of the audit by the second Thursday in July for proofing and reconciliation to HCSEG’s records
Providing an electronic version and three hard copies of each audit report to the Executive Director
Conducting a presentation to the HCSEG Board of Directors and Finance/Audit Committee
Qualification
Required
The Auditor will be responsible for preparing, typing, proofing, printing, and copying the Basic Financial Statements, supplementary information, and compliance reports
HCSEG will expect a listing of requested information needed for the audit from the selected firm during the post selection preplanning conference
The Auditor will conduct the audit in person at the HCSEG main office where space will be made available in the conference room
The working papers shall be retained and made available upon request for no less than three years from the date of the audit report
A preliminary draft of the audit must be submitted to HCSEG by the second Thursday in July for proofing and reconciliation to HCSEG's records
The final audit report is due to HCSEG no later than July 31
An electronic version and three hard copies of each audit report, and other applicable reports must be supplied to the Executive Director within the period cited above
A presentation to the HCSEG Board of Directors and Finance/Audit Committee is required and will be scheduled
Provide a list of the firm's current and prior nonprofit audit clients, indicating the type(s) of services performed and the number of years served for each
Provide a copy of the firm's current peer review
Describe the relevant educational background of each person assigned to the audit
Describe the professional experience of assigned individuals in auditing relevant nonprofit organizations, programs, activities, or functions
Provide company name, address, a contact person, and telephone number of at least three, current or prior, nonprofit audit clients who may be contacted for a reference
Is the firm adequately insured to cover claims? Describe liability insurance coverage arrangements
Describe any regulatory action taken by any oversight body against the proposing audit organization
Proposals should include completed cost estimate sheets and any other necessary cost information
Organization of the audit team and the approximate percentage of time that will be spent on the audit by each member
Assistance expected from HCSEG's staff, if other than outlined in the RFP
Tentative schedule for completing the audit within the specified deadlines of the RFP
Specify cost for each audit year beginning with the audit ending December 31, 2025
Personnel costs – Itemize the following for each category of personnel (partner, manager, senior, staff accountants, clerical, etc.) with the different rates per hour
Estimate hours – categorize estimated hours into the following: on-site and work performed in the Auditor's office
Rate per hour
Total cost for each category of personnel and for all personnel costs in total
Other costs – completely identify and itemize
