APMO, Enterprise, Financial, and Subcontracts Manager
CACI International Inc is seeking a Lead Program Finance Analyst to join their Customs and Border Protection (CBP) Land Border Integration (LBI) Integrated Traveler Initiative ITI2 team in Northern Virginia. The role involves providing financial planning and analysis support to the Executive Program Manager and ITI2 leadership during project planning and control activities, with a focus on federal procurement and contract life-cycle activities.

Responsibilities
Significant interaction with ITI2 Executive Program Manager (XPM), ITI2 Contract Leadership, Senior Technical Personnel, Ops/Line Management, CACI finance, accounting, contracts, subcontracts, and procurement organizations, as well as CBP to address operational issues in a timely and effective manner
Preparation of financial deliverables and internal/external reports to include Annual Operating Plan (AOP), quarterly forecasts, monthly latest revised estimates (LREs), and Estimates at Completion (EAC)s
Development of budgets (spend plans) for ITI2 projects and perform financial analysis on funding profiles and program financial variances
Responsible for ITI2 Contract life-cycle activities such as project setup/ maintenance, invoicing support, accruals, financial projections, and month end close
Managing subcontractor hours and costs and assessing funding needs
Implementation of financial policies and procedures in support of projects
Exercises independent judgment in developing methods, techniques and evaluation criteria for obtaining results and contributes through statistical reporting, analysis, estimates, and auditing
Prepares written, verbal, and quantitative reports for customer deliverables including the Contract Status Funds Report (CFSR)
Reporting and variance analysis to include Revenue, Profit, Cash, Backlog, Risk and Opportunities
Participation in proposals through cost modeling and providing input into cost volumes
Conducts cost, schedule, and contract performance variance analysis
Submitting and maintaining purchase requisitions for subcontractors, consultants, and materials; monitoring subcontractor's cost and review/approve of invoices
Review, track and approve customer invoice back-up documentation
Review and support Request for Proposals (RFPs), prepare pricing models and cost analysis
Qualification
Required
Must be a U.S. Citizen with the ability to pass CBP background investigation, criteria includes, but not limited to: 3-year check for felony convictions, 1-year check for illegal drug use, 1-year check for misconduct such as theft or fraud
This position requires proven experience across project planning and control and variance analysis with a background in Federal procurement
Candidate should be familiar with multiple program types (CPAF, CPFF, LOE, FPLOE, FFP, T&M, IDIQs, etc.)
Well versed in the entire life cycle of a program from proposal development through contract close out
Bachelor's degree from an accredited institution in a Finance or Accounting discipline with five (5) years or more of relevant experience in federal government contracting
Experience in providing financial tracking and support for the government customer in areas of Program Control, Finance, Cost Estimating, Financial Analysis, or Accounting
Knowledge of general and corporate business practices, government contracting regulations and principles, and accounting and finance principles
Strong knowledge of Costpoint and Cognos
Strong problem solving skills to pull together knowledge from a broad range of subjects to produce thorough analyses of complex, challenging issues, and use those analyses to find solutions
Ability to balance long-term thinking with short-term execution
Strong organizational and communication skills, the ability to perform effectively within deadlines
Ability to prioritize and work with supervision, be persistent in follow-through
Proficient in MS Office Software (Excel, Word, PowerPoint)
Exceptional interpersonal skills, including teamwork, facilitation, and negotiation
