Director/ExecutiveTechLine Consulting is seeking a Director of Application Development to set the strategic direction and oversee the execution of all software engineering and application delivery across the enterprise. This role involves leading a large, multi-disciplinary organization, driving a culture of technical excellence and innovation, and partnering with executive leadership to deliver measurable business outcomes through technology.

Responsibilities
Define and own the enterprise application roadmap, ensuring development initiatives align with business strategy and deliver strong ROI
Serve as the primary application development advisor to executive leadership, clearly communicating vision, strategy, and portfolio health
Oversee a broad portfolio of technology initiatives, ensuring solutions are delivered on time, on budget, and to high quality standards
Champion innovation in application development by adopting modern architectures, tools, and delivery practices that improve scalability, reliability, and user experience
Lead all application development functions, including software engineers, QA, and business analysts
Establish and enforce best practices across the engineering organization, including coding standards, code reviews, CI/CD pipelines, testing, and source control
Provide architectural governance to ensure systems are secure, scalable, and maintainable
Ensure alignment with a cloud-first strategy, including solutions deployed on AWS or comparable environments
Own and govern the enterprise Agile delivery model, including executive oversight of the Scaled Agile Framework (SAFe) or equivalent methodologies
Lead or partner closely with the PMO to ensure disciplined execution, transparent reporting, and proactive risk management across all initiatives
Drive continuous improvement in delivery practices to improve predictability, quality, and speed to market
Own the application development budget, including software tooling, external services, and a sizable contingent workforce
Lead strategic sourcing and vendor management for application development services and platforms
Negotiate and manage key partner relationships to ensure cost efficiency, performance, and long-term value
Lead, mentor, and develop a high-performing global organization of 100+ employees and contractors
Design and evolve an organizational structure that promotes agility, collaboration, and accountability
Own the talent strategy for application development, including hiring, retention, succession planning, and professional development of top-tier engineering and product leaders
Qualification
Required
Transformational leader capable of guiding a large, multi-disciplinary organization of 100+ team members
Experience in setting strategic direction and overseeing execution of software engineering and application delivery
Ownership of the full Software Development Lifecycle (SDLC)
Ability to drive a culture of technical excellence and innovation
Experience managing a significant budget
Governance of enterprise Agile delivery
Act as a key strategic partner to executive leadership
Define and own the enterprise application roadmap
