Deputy Finance Director
The City of Millbrae is looking for a Deputy Finance Director to oversee the Taxpayer Services Division of the Department of Revenue. This role involves planning, organizing, and directing activities related to tax administration, ensuring compliance with state tax laws, and managing a team of supervisory and clerical staff.

Responsibilities
Through subordinate supervisory staff, plans, organizes, and directs the activities of the Taxpayer Services Division of the Department of Revenue; directs the provision of information and assistance to the public, the registration and maintenance of various taxes, licenses and fees, the preparation and maintenance of records on tax collections and registration applications and the maintenance of departmental files
Through subordinate supervisory personnel, directs the assignment, training, supervision, and evaluation of division staff and their work; makes decisions on employment, retention, promotion, demotion, dismissal and other personnel actions
Directs the explanation, interpretation, and enforcement of pertinent state tax laws, rules, and regulations and departmental policies and procedures; studies existing policies and procedures, formulates policy, and makes decisions on recommendations for change; resolves differences in interpretation of registration regulations and procedures and practices
Directs the study of taxpayer services division organization, operation, and procedures and makes decisions on the merit of recommendations intended to effect improvements in economy, efficiency and quality in these areas
Maintains a variety of important and difficult personal contacts with government agency representatives, taxpayers, corporate representatives, accountants, attorneys, and internal staff in resolving and correcting problems with tax registration or documentation and to provide current and correct information to the public on tax laws, rules, regulations, and departmental policy and procedure
Directs and participates in the preparation and maintenance of a high volume of both routine and complex records and reports such as numerous tax collection documents, tax registration records, statistical documentation, and supervisory and administrative reports
Directs the Federal/State Information Exchange Program
Coordinates with other division personnel, other state agencies, law enforcement agencies, courts, local governments, attorneys, corporations and other individuals or entities in attempting to resolve any problems regarding tax registration rules and regulations or revenue statutes
Coordinates various tax seminars for the Department of Revenue
May provide expert testimony in both civil and criminal trials
Qualification
Required
Responsible for administrative and managerial work of average difficulty in exercising direction over the Taxpayer Services Division of the Department of Revenue
Plans, organizes, and directs the activities of the Taxpayer Services Division of the Department of Revenue
Directs subordinate supervisory and general clerical staff engaged in providing information and assistance to taxpayers
Responsible for registering individuals, partnerships and corporations for tax accounts
Prepares and maintains records of tax monies collected and applications received
Provides policy and procedure guidelines to operating personnel in the application of tax laws, rules, and regulations
Reports to an assistant commissioner who is responsible for directing all administrative services activities for the Department of Revenue
