Senior Technology Growth & Business Development Leader
West End Workforce is a fast-growing federal technology organization seeking a high-impact, entrepreneurial Senior Technology Growth Leader. This pivotal executive leadership role is responsible for defining and executing the growth strategy for a technology-focused federal contracting practice, leading business development, market expansion, and solutioning efforts.

Responsibilities
Build and execute a long-term growth roadmap that accelerates the organization toward a billion-dollar technology practice
Identify emerging market needs, capability gaps, and acquisition targets that strengthen the company’s competitive positioning
Drive diversification across DoD, DHS, and civilian agencies, not a narrow or niche lane
Lead the full BD lifecycle: shaping opportunities, win strategy development, teaming, capture, and proposal leadership
Create and maintain a high-quality, forward-looking pipeline aligned with strategic priorities
Operate as a solution-first executive arriving with ideas, strategies, and pathways to win
Bring a genuine enthusiasm for technology; be able to credibly engage in conversations around cloud, cyber, AI/ML, data, software, and emerging tech
Partner with solution architects and delivery leaders to build modern, differentiated offerings
Serve as the example of what a high-performing, growth-minded practice leader looks like
Roll up your sleeves; this is for a doer with executive presence, not a distant overseer
Build, inspire, and mentor a team capable of supporting rapid and sustained growth
Cultivate trusted relationships with key government customers, primes, partners, and technology ecosystem leaders
Position the company as a go-to technology innovator across the federal space
Qualification
Required
15–20+ years of success in federal technology growth, BD, capture, or practice leadership
A track record of taking organizations from ~$100–300M toward $1B, ideally within multi-agency technology contracting
Demonstrated P&L responsibility and experience driving aggressive, achievable growth plans
High energy, grit, and a startup-like mentality - even inside a large, complex environment
Thrives with autonomy; if leadership 'looked away for a year,' you'd return with measurable progress and clear wins
Loves to build: capabilities, practices, teams, and new paths to revenue
Skilled at blending tech fluency with business strategy, BD, and capture expertise
Dynamic, grounded, collaborative; someone who lifts the energy of the room
Confident but not ego-driven; respected for follow-through, clarity, and integrity
Willing to be in Tysons Corner or Tulsa to engage closely with leadership and the practice you're building
15–20+ years in federal technology services, business development, capture, or P&L leadership (10 is too light; 25+ only works if you still 'love the doing')
Demonstrated success scaling a tech capability or business from mid-market to enterprise levels
Broad federal customer exposure (DoD + civilian + homeland); not niche-focused
Bachelor's degree required
