Supervisory Emergency Management Specialist (Continuity)

Responsibilities
You will serve as a Supervisory Emergency Management Specialist and be responsible for providing expert program guidance and standards, overseeing the development of U.S Coast Guard Headquarters (CGHQ) Coast Guard Continuity of Operations (COOP) and Continuity of Government (COG) and Business Continuity plans, reviewing CGHQ COOP and Business Continuity plans ensuring compliance with Federal Continuity Directives, Department of Homeland Security (DHS), and other governing directives, and coordinating CGHQ COOP exercise objectives in national exercises
This position also aids in the development and implementation of the COG supported program and is responsible for ensuring the continuity of CGHQ leadership and associated functions during any all-hazard incidents and emergencies
Serving as the primary subject matter expert and primary manager for the Coast Guard COOP Program and serves as technical advisor responsible for Coast Guard Continuity Programs and planning efforts by providing policy guidance, program standardization, and technical expertise to Deputy Commandant for Operations, LANTAREA, PACAREA, Districts, Captains of the Port, and other local field units
Assigning daily work and maintaining information exchange and Coast Guard awareness of input into DHS agency policy development, as well as administrative support, input to evaluations, logistics, and project coordination
Providing technical advice and assistance in policy and conceptual aspects of emergency operations capability, alternate sites, and emergency relocation site planning to CGHQ emergency relocation groups and other directorate COOP coordinators and other appropriate personnel involved in the development of emergency preparedness and continuity operations
Establishing guidelines and performance expectations for employees, observing workers' performance; demonstrating and conducting work performance critiques, as well as providing informal feedback and periodically evaluating employee performance

Must be a U.S. Citizen
Must be registered or exempt from the Selective Service
A one-year probationary period may be required
Under provisions of the Civil Service Reform Act, first time supervisors and/or managers will be required to serve a one-year probationary period

This position requires a Secret-SCI clearance
All Federal employees are required to have Federal salary payments made by direct deposit

To qualify at the GS-14 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-13 grade level in the federal sector
Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work
Examples of specialized experience include performing the following types of tasks on a regular and recurring basis
Mastery of continuity programs and experience in planning the development of implementation policies, plans and procedures necessary for effective inter/intra-agency coordination and development of organizational programs
Knowledge in the area of emergency planning, COOP/COG, Business Continuity, disaster recovery, business resumption, business impact analysis, and business process analysis
In depth understanding and superior skill in selecting, designing, operating and/or maintaining alternate emergency facilities, emergency relocation sites, emergency operations centers, command centers, or other similar emergency/crisis organizations or teams
Superior skill to independently conduct analyses and evaluation, make decisions and present oral and written communication with various internal/external stakeholders and other government officials
Comprehensive knowledge and application of broad guidelines and an understanding of agency policy
Expert problem-solving abilities and skill in interpreting statutes, policy guidance and analytical reports
Education completed in foreign colleges or universities may be used to meet Federal qualification requirements if you can show that your foreign education is comparable to education received in accredited educational institutions in the U.S
You must submit evidence of equivalency as provided by a credentialling evaluation service
You must submit a copy of your college transcript (unofficial is acceptable) from an accredited institution
Once selected & prior to appointment, applicants must provide an official college transcript
If course content cannot be easily identified from the title of the course as listed on your transcript, you must submit an official course description from the college/university that reflects the content at the time the course was taken
