Orbis is seeking a Measure of Effectiveness (MOE) Officer, Senior to lead qualitative research and program evaluation activities for a client in the US Intelligence Community. The officer will design research, collect data, and analyze information to produce recommendations that support the client's mission optimization.

Responsibilities

Develop and implement research designs with practical strategies for conducting evaluations of strategic communications for a customer in the US Intelligence Community
Apply operational knowledge and tradecraft to enhance the customer's planning, design, and implementation of a variety of projects
Design and conduct survey research; includes sample identification, instrument development, survey distribution, and response analysis
Analyze both qualitative and quantitative information to provide the customer with comprehensive insights into organizational strengths and challenge areas
Prepare reports and presentations for senior leadership based on research plans, activities, findings, and recommendations
Brief senior-level customers on research plans, status of activities, findings, and recommendations
Generate operational proposals based upon your findings and recommendations

Required

A Bachelor's degree is required for this position
Minimum of 10 years' experience in an advisory role in the IC
Knowledge of the Eastern Asia Region
Active TS/SCI clearance with Poly
Ability to extract insights from social media and various open source and proprietary data sources to produce finished intelligence products
Experience developing presentations and providing briefings to middle and senior management
Excellent oral and written communication skills, including visual representation of data using charts and graphs
Proficiency with MS Excel and PowerPoint
Ability to perform in an individual contributor role while also excelling in a team environment

Preferred

A Master's degree in business, social science, or behavioral science preferred but not required for this position
Demonstrated experience leading program evaluation activities
Experience with survey design and analysis
Ability to analyze information and identify implications for policy, processes, communications, and training
Familiarity with advanced statistical concepts. A master's degree in business, social science, or behavioral science is a plus
Eastern Asia language is required
