10+ years expSkywalk Global is seeking a senior-level IT Governance, Risk & Compliance (GRC) Consultant to provide independent oversight and advisory services for public sector environments. This role focuses on aligning IT practices with legal and regulatory requirements while enabling leadership to make informed, risk-based decisions.

Responsibilities
Validate alignment of IT practices with internal policies, governance standards, and regulatory expectations
Provide objective, third-party assessments to senior leadership and board members
Reduce conflicts of interest through fact-based evaluations and practical recommendations
Identify gaps in compliance with state and federal laws (e.g., data protection, cybersecurity, labor regulations)
Support prevention of fines, sanctions, litigation, and enforcement actions (including Department of Labor)
Ensure IT controls support legal obligations such as data retention and breach notification
Assess whether IT policies are:
Legally sound
Up to date with current laws and standards
Properly implemented and enforced
Identify inconsistencies between written policies and real-world IT practices
Deliver unbiased insights for strategic decision-making
Translate technical findings into legal, compliance, and business impact
Prioritize remediation based on business and regulatory risk
Identify opportunities to improve organizational maturity using IT best practices
Prevent costly remediation after incidents or regulatory findings
Identify redundant, outdated, or non-compliant systems
Align IT investments with legal and policy priorities
Develop clear, actionable remediation roadmaps covering:
Technical controls
Policy updates
Legal and regulatory compliance
Coordinate effectively with IT, Legal, Compliance, and Risk teams
Qualification
Required
Bachelor's or Master's degree
10+ years with a large consulting firm
10+ years delivering consulting or advisory services
10+ years in an IT oversight or governance capacity
5+ years working with a Mississippi state agency
Experience working with the Department of Labor
Strong knowledge of public-sector IT governance and regulatory environments
Deep knowledge of IT, Finance, and HR systems
Strong understanding of public-sector IT practices (Mississippi preferred)
Industry best practices and regulatory awareness
Advanced data analysis and critical thinking
Root cause analysis across business, technical, and legal domains
Ability to develop clear, actionable recommendations
Excellent written and verbal communication
Ability to explain complex concepts to non-technical audiences
Executive-level reporting and presentations
Strong relationship management, negotiation, and conflict resolution
Proven experience planning and delivering consulting engagements
Risk identification and mitigation
Proposal writing, budgeting, pricing, and financial forecasting
Ability to work independently with minimal supervision
