Responsibilities

Serves as Program Manager for the Compliance and Risk Management (CRM) Division and reports to the Director, CRM Division (Camp Pendleton) serving as the lead CRM representative for MCCS Yuma, AZ, ensuring standardization and compliance across installations
Oversees the installation’s compliance, risk, and safety programs in coordination
Independently reviews program plans, conducts risk and compliance analyses, develops recommendations, and implements policies and procedures that promote readiness, accountability, and prevention-focused initiatives
Coordinates with division leadership on audit readiness, inspections, safety, and asset protection efforts to ensure alignment with Marine Corps Community Services (MCCS) objectives
Conducts program reviews and risk assessments to identify gaps, inefficiencies, or compliance issues
Develops and monitors corrective action plans, tracks audit findings, and supports local programs in meeting regulatory requirements
Provides technical guidance to managers and program leads on compliance, safety, and internal control processes
Independently completes project studies and carries out onsite reviews of operation of programs to develop and revise guideline material such as statements of policy and model operating procedures for use by agency officials, or other public organizations as guides to revise policies and procedures, develop program plans and proposals to meet federal requirements
Obtains information to provide information, explain regulatory and legal requirements, and negotiate agreements to correct inadequacies revealed in the evaluation process
Develops minimum standards governing programming, policy, procedures, and personnel
Discusses matters involving difficult technical problems, application of new or questionable techniques and methods, clarification with the team leader or higher-level supervisor for further explanation and negotiation with the Director
Explains regulatory and legal requirements relevant to problem situations covered by guidelines
Negotiates agreements with officials to correct aspects of the operation not consistent with federal requirements
Recommends changes to program plans and project proposals to see that all statutory and regulatory requirements are met and to ensure that changes do not include provisions contrary to basic law
Identifies provisions clearly not consistent with federal requirements and recommends remedial action necessary to correct inadequacies
Provides assistance to other program specialists who develop the program evaluation plan, determine the coverage, suggest methodology, and provide guidance on handling of technical problems and public relations issues
Supervises the Asset Protection, Asset Management, and Safety and Environment departments
Supervises employees to include assigning and distributing work, coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending, and completing personnel actions, completing performance reviews and signing timecards, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment
Must be alert to alcohol abuse and take appropriate action
Promotes a culture of accountability, professionalism, and service excellence
Communicates positively with staff and customers, ensuring that compliance and safety expectations are clearly understood and applied throughout the installation
Maintains extensive contact with other related agencies and organizations to resolve problems, negotiate agreements, advise on and render technical assistance in areas such as: changes or improvements in program objectives, utilizing facilities and staff, redirecting programs to provide more efficient and effective service, developing new or revised curricula and programs for staff development and developing and installing reporting systems
Provides World Class Customer Service with an emphasis on courtesy
Assists customers and communicates positively in a friendly manner
Takes action to solve problems quickly
Alerts the higher-level supervisor, or proper point of contact for help when problems arise
Adheres to safety regulations and standards
Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor
Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment

Required

Bachelor's degree or four years' experience demonstrating familiarity with MCCS management policies, concepts, practices, and principles to analyze and develop recommendations for improvement in MCCS operations
Must have knowledge of basic statistical, accounting and budget principles and techniques
Must have the ability to communicate effectively in writing and in person-to-person contacts to communicate with various levels of technical, professional, management and administrative personnel
This is a white-collar position where occasional lifting up to 20 lbs. may be required
As a condition of employment, the incumbent must be able to obtain and maintain an Access National Agency Check and Inquiries (ANACI/ Tier 3) Secret Clearance to access classified information
