The New York State Department of Health is responsible for public health initiatives, and they are seeking a Community Health Program Manager 1 to lead the Bureau of School Immunizations. Responsibilities
Create alignment with the New York State Department of Education, the New York City Department of Health and Mental Hygiene, other state agencies, county health departments, childcare councils and non-public school associations to ensure compliance with Public Health Law immunization requirements
Determine and oversee school immunization planning, implementation, and evaluation
Hold self-accountable for measurable high-quality, timely, and cost-effective outcomes
Serve as a competent and credible authority on optimal operations related to school immunizations
Consistently demonstrate a high degree of skill, knowledge, and insight in writing and evaluating existing and proposed legislation related to school immunizations
Oversee policy development and updates
Ensure programs are administered in accordance with federal and state rules and regulations, and department policies
Seek and develop grant proposals to better meet school immunization requirements
Manage grant contracts in support of the bureau’s portfolio; and monitor use of funds
Oversee the department’s annual surveys of schools and child day care settings to determine and verify vaccination rates
Use this information to inform allocation of resources and public health action
Identify service gaps and barriers to implementation, and recommends changes to programs based on gaps, barriers, and prioritized population needs
Effectively manage continuous quality improvement efforts involving Immunization Action Plan contractors (including the New York State Association of County Health Officials and 57 Local Health Departments) in matters related to school education activities and day care audit deliverables
Guide the education and/or audit process for schools based on vaccination coverage, public health concern per vaccine trends, and school vaccination requirement compliance
Ensure schools complete corrective action plans for any audit-identified deficiencies
Qualification
Required
Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Community Health Program Manager 1 (M2)
A NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G25/M1 and deemed eligible for transfer under Section 70.1 or 52.6 of the NYS Civil Service Law
Nine years of professional public health experience in a public health agency or program
Two years of the experience must have been at a supervisory level
An associate degree can substitute for two years of specialized experience
A bachelor's degree can substitute for four years of experience
A master's degree in a related field can substitute for five years of experience
A doctorate in a related field can substitute for six years of experience
The required professional experience must include either: designing or implementing a public health outreach, promotion, or disease prevention program; OR conducting disease surveillance or a disease control program
A public health agency or program focuses primarily on the prevention of disease through outreach and public health education or health promotion activities, including population-based plans of care (not just plans of care for individual patients), or the study of the prevalence or causes of disease through population-based studies
Preferred
Master's degree in public health, public administration, mass communications, health administration, or a related field
Progressively responsible leadership experience managing public health programs within government or related organizations
Demonstrated expertise in program planning implementation, and evaluation
Policy development and statewide coordination of immunization recommendations and vaccine-preventable disease control
Proven ability to supervise and support public health professionals
Integrate information technology into program operations
Lead large-scale initiatives with measurable impact
Strong experience in governmental relations, including representing departmental interests
Collaborating with state and local government officials
Advancing program priorities through legislative and interagency engagement
Excellent organizational, communication, and stakeholder management skills
Experience working across multiple governmental programs and building consensus among diverse partners
