AI Technical Manager (Court Executive 2B)
NEOGOV is seeking an AI Technical Manager to lead the integration of artificial intelligence technologies within the New Jersey Courts system. The role involves defining AI strategies, managing cross-functional teams, and ensuring that AI deployments deliver measurable benefits to the court system.

Responsibilities
Lead the design, development, and implementation of AI and machine-learning (ML) solutions that support the mission of NJ Courts
Define the AI/ML strategy and roadmap aligned with the Courts’ overall technology strategy and policy objectives. Draw on best practices in AI ethics, transparency, fairness, data governance, and judicial accountability
Manage the full project lifecycle of AI-driven initiatives: business case development, scope definition, requirement gathering, vendor/solution sourcing, budgeting, scheduling, risk assessment, integration, testing, go-live, post-deployment monitoring, quality assurance, and benefits realization
Provide technology leadership by overseeing a team (internal and/or external) of data scientists, ML engineers, solution architects, DevOps/MLOps engineers, and business analysts. Mentor team members, establish KPIs and governance, and ensure alignment of technical execution with business outcomes
Implement change-management initatives across the Courts to ensure adoption of AI-enabled capabilities. This includes stakeholder engagement, communication planning, training and education programs, and tracking of adoption and impact metrics
Establish and maintain metrics and reporting for AI initiatives: cost savings, efficiency improvements (e.g., cycle time, throughput), risk mitigation (e.g., bias risk, error rate), user satisfaction and service-delivery improvements
Serve as a key technology liaison between business units, security and IT , ensuring that AI architecture and platforms integrate with broader enterprise services (data lakes, cloud platforms, identity/security, analytics, APIs)
Develop and manage the AI budget, procurement of tools or vendor services, manage vendor relationships, contractual SLAs, and ensure timely delivery of projects to budget and schedule
Foster a culture of innovation, continuous improvement and data-driven decision-making within the Courts environment, balancing speed of modernization with the rigor required for judiciary systems
Qualification
Required
Graduation from an accredited college or university with a bachelor's degree and five years of professional administrative and/or program management experience which shall have included responsibility for reviewing, prioritizing, and assessing information technology initiatives, projects, and staff; developing, implementing, and supporting complex systems, database, network, and applications environments; aligning technology strategies with business objectives; optimizing use of Information Technology resources including developing budgets and controlling costs; and/or defining applications development methodologies and three years of supervision of staff
Regular and predictable physical presence at the worksite is an essential function of this position
Driver's License: Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle is necessary to perform essential duties of the position
Authorization to Work: US citizenship is not required. Selected candidate must be authorized to work in the US according to Department of Homeland Security, US Citizenship and Immigration Services regulations

Residency Law: In accordance with N.J.S.A. 52:14-7 (L. 2011, Chapter 70), the 'New Jersey First Act,' all persons newly hired by the Judiciary within one year must establish, and then maintain, principal residence in the State of New Jersey
Preferred
Bachelor's degree in Computer Science, Information Systems or a related field. Master's degree preferred
Minimum 5 years of experience in technology leadership (e.g., as a manager or lead of engineering/data/AI teams) in an enterprise environment
Proven track record managing complex technology initiatives, including large-scale projects with cross-functional teams
Familiarity in AI/ML technologies: e.g., machine learning or deep-learning frameworks (TensorFlow, PyTorch, Scikit-Learn), NLP (natural language processing), predictive analytics, generative AI tools, model deployment and monitoring
Strong project management capabilities: ability to build detailed project plans, manage budgets, risks, resource allocation, schedules and deliverables to successful completion. Familiarity with formal project management methodologies (e.g., Agile/Scrum) is strongly preferred
Expert change-management skills: ability to lead organizational transformation, manage stakeholder expectations (especially senior leadership and non-technical staff), drive adoption of new technologies, plan training/communications, and monitor outcomes
Excellent leadership, team building, mentoring and communication skills; able to convey complex technical concepts to non-technical audiences including judges, legal professionals and court administrators
Strong data literacy and experience working with large and complex data sets including structured and unstructured data; familiarity with data governance, data quality, model governance, bias mitigation, and ethics in AI
Strategic thinking and ability to align technology initiatives with organizational mission and policy objectives (in this case, judicial operations, access to justice, and court efficiency)
