Program Manager of Emergency Shelter
Rescue Mission Alliance of Syracuse is actively seeking a full-time Program Manager of Emergency Shelter to lead the operations of their Syracuse Emergency Shelter. The role involves managing processes, providing leadership to staff, and ensuring high-quality client services to support vulnerable populations in the community.

Responsibilities
Staff Leadership & Development: Directly supervise Emergency Services Program staff, providing coaching, counseling, and ongoing training to develop staff skills and ensure effective operations of the shelter and day center
Scheduling & Staffing Compliance: Develop and maintain a work schedule that meets OTDA requirements for the Emergency Shelter, including weekend, evening, and on-call shifts
Client Service Quality: Monitor service performance, ensure program standards are met, and implement best practices through regular coaching, training, and evaluations
Collaboration & Community Engagement: Work with other departments, local agencies, and community partners to build collaborative relationships and deliver effective services to those in need
Regulatory Compliance & Documentation: Ensure compliance with all regulatory guidelines, maintain program integrity, and oversee billing, census records, and other essential documentation
Financial Oversight: Participate in the creation and management of annual budgets, overseeing expenses related to staffing, supplies, and overtime
Safety & Confidentiality: Promote a safe environment for both employees and clients while maintaining strict client confidentiality in all aspects of program operations
Mission Alignment: Align daily work with the Rescue Mission’s mission, vision, and values, contributing to a caring and cooperative workplace culture
Qualification
Required
Bachelor's Degree in Human Services, Health Services, or a related field required
Minimum of 2 years of staff management/supervisory experience
Must be able to work a flexible schedule, including 2nd and 3rd shifts and weekends
Strong leadership, interpersonal, and communication skills to effectively manage and guide a team
Ability to handle complex situations and provide oversight during difficult circumstances
Proficiency in computer systems and the ability to maintain a calm and professional presence in challenging environments
Valid NYS Driver's License in compliance with company driving criteria
A commitment to the Rescue Mission's vision and values, and a desire to work for an organization that supports the community
Preferred
Master's Degree
Experience working with homeless, addicted, or mentally disabled populations
