Project Manager/Senior Inspector

Liberty Lake Sewer and Water District is seeking a Project Manager / Sr. Inspector to oversee the permitting, project management, construction, and installation of water and wastewater facilities. This role involves ensuring compliance with project plans, standards, and regulations while coordinating with various stakeholders throughout all project phases.

Responsibilities

Manages public works projects and functions as District’s primary point of contact to ensure coordination of public works projects with the District Engineer, other consultants, District staff, customers, Cities and Counties, and regulatory agencies (local, state, and federal) for projects in all phases, including planning, design, permitting, construction, and close-out
Reviews engineering consultants' designs, plans, and specifications, ensuring District standards and established deadlines are met
Identify and adhere to project management best practices, including developing and utilizing project checklists, timelines, and benchmarks, to ensure all necessary pre-construction project activities are identified and completed prior to commencing construction or during construction as applicable. Delegate and supervise tasks to District staff, engineers, and other consultants to adhere to the desired project schedule and to facilitate project close
Assist the General Manager or Finance Manager with federal or state award (grant and loan) management, compliance, reporting, audit, and administration
Assist the General Manager with strategic and capital improvement planning, including the identification of strategic initiatives, prioritization and recommendations
Oversee and coordinate legal and administrative activities in the acquisition of easements and Bills of Sale for construction and maintenance of water and sewer utilities and facilities, including the coordination of cooperative and service agreements
Maintains knowledge of and participates in continuous improvement of the water and sewer standard construction specifications
Researches and evaluates options to resolve water and wastewater problems and issues, and makes recommendations
Perform technical review and comment on project water and sewer utility plan submittals; coordinates with District and design engineer on comments
Performs administration and construction management of small works contracts
Observes construction activities of contractors who construct and install water and wastewater related facilities for conformance with District approved project plans and specifications, District design and construction standards, right‐of‐way requirements, and local, state and federal governmental regulations and/or guidelines
Collaborates with the District Engineer, General Manager, Chief Operator, and/or the design engineer, and/or contractor for identification and approval of task orders, invoices, field changes, and change orders to the original project design, ensuring that such changes conform to current District standards, regulations, and guidelines. For District public works contracts, this activity shall also include assistance in the negotiation of cost and time impacts associated with the field changes
Provides project management or may assist in District construction and repair projects and performs duties such reviewing plans and schedules, on site problem solving, or interfacing with customers and contractors
Measures and develops quantities for contract bid items in preparation of progress payments for District public works contracts
Reviews or prepares project progress payments, wage interviews, certified payroll, and progress reports
Prepares and maintains inspection records, field notes/redlines, and reports concerning projects, job status, and progress
Obtains measurements and documents of constructed work for development of as‐built record drawings
Assures that record as-built drawings, Bills of Sale, easements, and submittals are received
Participates in pre-application, pre‐construction, progress meetings, and similar with the City of Liberty Lake, developers, contractors, etc
Examines, evaluates, grades, and tests, or arranges for tests of, construction materials such as pipes, fittings, manholes, hydrants, fill material, etc., as necessary
Supervises pressure and vacuum tests of water and wastewater facilities, and arranges field disinfection test samples
Approves or disapproves construction work performed by others as meeting District standards
Performs side sewer inspections
Performs on-call and emergency service duties, serves as a first responder, troubleshooting problems, and performing or coordinating responses
Available for on-call duty and after hour emergencies
Provide on-call status for evenings, holidays and weekends rotation
May require after hours, weekend and holiday work as required by emergency or work assignment
Must be able to get to district boundary from residence in 60 minutes for on-call rotation
Physical ability to conform to all safety requirements

Required

Six (6) years of related experience, or equivalent combination of education and related utility inspection experience, applying advanced knowledge of construction plans, materials and workmanship standards used in the construction of water and wastewater facilities
Must be able to obtain and maintain a Group II Water Distribution Manager (WDM) Certificate or higher from the State of Washington; or an equivalent Certificate from another state if recognized by the State of Washington
Requires a Washington Cross‐Connection Control Specialist (CCS) certification and a Washington Backflow Assembly Tester (BAT) certification
Must be willing to complete ongoing and continuing education related to water distribution, sewer collection, safety, as well as procurement, bid laws, public records, federal awards, and other job duties or responsibilities associated with this position
