Collections Field Supervisor

Responsibilities

Lead and mentor a team of field personnel, providing training in work and safety procedures
Oversee sewer line cleaning, video inspections, and routine maintenance of the sanitary and storm sewer systems
Operate and instruct others on the use of heavy construction equipment, including high-pressure sewer jets and Vactor trucks
Create and enforce standard operating procedures for the division
Maintain records using OLWS’s work order tracking and asset management programs
Coordinate and assist in emergency responses, ensuring timely and effective resolution
Respond to public inquiries and address concerns related to field operations
Manage fleet and equipment maintenance, including scheduling, purchasing, and replacements
Participate in budget development, capital planning, and staffing decisions

Qualification

Required

Four (4) years of progressively responsible program-related experience; two (2) years of team leadership preferred
Wastewater Collections Level III certification or ability to obtain within 6 months of hire
Valid Oregon Class A Commercial Driver License or ability to obtain within 6 months of hire
OSHA Confined Space and Competent Person Certification, and Traffic Control Certification
Excellent communication, interpersonal, and problem-solving skills
Knowledge of supervisory theories and principles
Knowledge of technical knowledge of public works related systems
Knowledge of state and federal laws governing utility services
Knowledge of reporting responsibilities to regulating agencies
Knowledge of construction and safety standards
Knowledge of problem resolution techniques
Knowledge of personal computers and related software applications, including asset management programs
Skills and abilities to plan and clearly direct field crew work to expected result
Skills and abilities to train, coach and give performance feedback
Skills and abilities to resolve conflict in an appropriate manner
Skills and abilities to assist in the preparation of budgets
Skills and abilities to track and record expenditures
Skills and abilities to manage contracts
Skills and abilities to write reports
Skills and abilities to promote positive public relations
Skills and abilities to provide good customer service
Skills and abilities to comply with safety requirements of the position and actively promote safe work practices

Preferred

Two (2) years of team leadership preferred
Associate's Degree in Water Environmental Technology or related field preferred
