Contract Analyst

NEOGOV, associated with the City of Murfreesboro, is looking for a Contract Analyst to manage and monitor contracts according to the city's policies and procedures. Responsibilities

Must be able to communicate with others in spoken and written English to ensure the safe and efficient operations of the business
Provides direction in implementing the practices and procedures established for contract monitoring, tracking, and compliance
Identifies the need for and develops improvements to contracting programs, policies, and procedures
Maintains a database of all City contracts, monitoring expiration and renewal dates. Responsible for implementing reminders for City departments of upcoming renewals or the expiration of contracts
Responsible for analyzing all contracts for compliance and ensuring the required documentation is in place for each
Supports City departments by assisting with contract maintenance and compliance with contract requirements
Maintains database of construction contract bonds and/or insurance certificates for all contracts, obtaining compliance approvals from the City Risk Manager for bonds and certificates, ensuring the City has current and valid proof of required coverage throughout the life of active projects
Facilitates and tracks execution of project contracts with City Administration, Legal Department, Finance Department, and other departments as required
Assists Department Directors, project managers, and other City employees as required with the development, review, and execution of contracts and contract change orders, providing facilitation of any required approval/coordination between departments
Supports Assets Manager to assist Department Directors and Project Managers with effective project documentation and tracking of project deliverables and contractor pay requests
Provides advance notice to the appropriate City staff when an expiration date is approaching on any current City contract
Communicates and presents information to stakeholders about all contract-related matters
Works with the Legal and Purchasing Departments to ensure insurance and bonding requirements are met before contract execution
Understands and articulates ordinances and purchasing policies
Establishes good working relationships and rapport with vendors, internal departments, and management
Assists in maintaining the Purchasing Department and the City Recorder’s filing system of contracts, including backup documents for all contracts/bids awarded
Confers with City Recorder to evaluate records for retention compliance
Performs other work as assigned

Required

Requires a bachelor's degree or education and training equivalent to four (4) years of college education in business, finance, liberal arts, or related fields
Must have over one (1) year of related experience
Intermediate to advanced level of Microsoft Office Professional Suite software skills and drafting professional office correspondence

Preferred

Experience with ERP Systems; Tyler Munis experience preferred
