Responsibilities

Serves as project manager and leads the project delivery team, overseeing cost and schedule execution for project planning, design, and construction
Initiates, manages, and approves plans that translate project objectives into completed functional phases
Reviews and approves funding and manpower estimates to ensure sufficient resources for project objectives
Evaluates project status against established milestones, directing actions required to maintain schedules and achieve goals
Resolves highly difficult technical and administrative project problems, escalating to the Project Review Board or supervisor as needed
Represents the District in regulatory matters with local, state, and municipal authorities, providing authoritative responses to project questions and issues
Leads the project team, including stakeholders, in defining project goals and preparing a project management plan
Serves as the authoritative source for decisions and guidance on project compromises and changes
Implements overall project guidance and policy, adapting and interpreting policy to ensure uniform and balanced project execution

Required

Experience with planning, design, and construction of military and general construction projects
Project Management Professional (PMP) certification
Experience with USACE regulations and procedures
Strong communication and interpersonal skills
Specialized experience is defined as: experience with managing and overseeing engineering construction projects to include coordinating project budget, cost and milestones, experience working as a team member on project management of engineering projects, and experience reviewing project criteria, design progress or construction progress of engineering projects
Must be able to obtain and maintain a Secret security clearance
All positions require the applicant to be a citizen of the United States

Preferred

Professional Engineer license is desired
