Responsibilities
Reviews documents to ensure accurate and complete information, examines supporting documentation to establish proper authorization and conformance with Western Water policies, agreements, contracts, and state and federal requirements
Processes applications for new services, relocations, and similar functions. Incumbents can expect to provide cost estimates for water, recycled water, and sewer services, while collecting necessary deposits
Monitors Western Water services to ensure compliance with industry standards
Performs a variety of technical work related to contract administration and document routing
Defines customer service segments being served and establishes processes to obtain feedback to improve performance
Conducts phone calls, composes correspondence, and participates in meetings with developers, contractors, and customers
Utilize software to identify and locate water and sewer utilities
Adhere to office procedures including record management policies and procedures, ensuring compliance with Western Water's record retention policy
The incumbent, while exercising his/her authority, shall abide by and promote Western Water's values and beliefs and adhere to the established ethics policy
Interprets plans, documents, and specifications to make recommendations
Recommends and implements changes in systems and procedures
Train staff in software and understanding Western Water's structure/processes
Prepare a variety of routine to complex statements, reports, and analyses
Qualification
Required
Equivalent to High School Diploma supplemented by college-level course work in business administration, public administration, or related field
Minimum of two (2) years of progressive administrative and customer service related responsibilities, preferably in a public sector environment serving the needs of developers seeking water and sewer services
Associate degree or higher education in a related field may substitute for one (1) year of experience
Four (4) years of progressive responsibilities as Engineering Technician I or equivalent
CA Class C Driver's License
Water Distribution Grade 1 or higher certification
Water Treatment Grade 1 or higher certification
Interpret and apply pertinent local, State and Federal laws, rules and regulations
Adherence to Western Water personnel rules, policies and labor contract provisions with the ability to exercise sound independent judgment within general policy guidelines
Analyze and solve complex problems
Proper English usage, punctuation, grammar and spelling
Provide transparent, high quality and fiscally responsible services, while meeting the needs of Western Water and its customers
Perform highly detailed work under changing, intensive deadlines on multiple concurrent tasks
Use math and mathematical reasoning
Utilize exceptional customer service and communication skills both verbally and in writing, with the ability to cultivate professional business partnerships and inspire team collaboration
Think creatively and seek alternative solutions in order to produce results that benefit Western Water, its internal and external customers, while clearly articulating options to management and policy makers
Use modern office equipment including computer software applications related to the field of work
Define and explain key processes and business requirements within the department
Make effective and engaging oral presentations clearly, logically and persuasively
Uses sound business judgment in applying advanced principles, methods, and techniques
Utilize successful leadership skills with the ability to inspire and influence with a high level of energy, enthusiasm, and creativity coupled with a positive attitude
