Technical Program Manager

Responsibilities
Program Oversight & Strategy: Provides strategic leadership and comprehensive oversight across all workstreams (NIPRNET Sustainment, IL6 Implementation, IL6 O&M, GFUD Modernization), ensuring alignment with DISA's objectives and the enterprise roadmap
Government & Stakeholder Relationship Management: Serves as the primary point of contact for DISA leadership and acts as the principal resource, fostering strong communication and collaboration to ensure mutual understanding and successful program execution
Risk & Compliance Management (especially IL6): Identifies, assesses, and mitigates program-level risks, with particular emphasis on ensuring strict adherence to all DoD IL6 security requirements, continuous monitoring, and successful Authorization to Operate (ATO) processes
Cross-Functional Team Leadership & Coordination: Leads and coordinates efforts across diverse technical and compliance teams (e.g., SREs, Technical Architects, Compliance Engineer), facilitating inter-workstream dependencies and resolving cross-functional challenges
Program Performance & Reporting: Establishes and tracks key performance indicators (KPIs), provides regular, comprehensive program status updates to senior leadership, and ensures all deliverables meet quality standards and schedule requirements
Qualification
Required
Current or recent (24 months) past employment as a Government Employee or Federal Contractor directly supporting a government program
Active Secret clearance
15-20 leading complex, enterprise-level IT transformations, specifically within the demanding landscape of DoD and federal classified environments
Deep understanding of securing systems to stringent standards like Impact Level 6 (IL6), RMF, and NIST 800-53, ensuring compliance is inherent to delivery
Successful leadership of large-scale IT Programs and initiatives, preferably tied to identity and access management initiatives
Proficiency in program and project management methodologies: Demonstrated experience with both traditional (Waterfall) and Agile frameworks (e.g., Scrum, Kanban, SAFe). The ability to operate effectively in a hybrid environment
Knowledge of federal regulations like the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)
Exceptional leadership and team-building skills: Ability to lead and motivate diverse, cross-functional teams, including engineers, developers, and subject matter experts
Stakeholder management: Proven ability to effectively communicate with and manage expectations of various stakeholders, including senior government officials, prime contractors, and internal teams
Superior communication skills: Excellent written and verbal communication, with the ability to translate complex technical information into clear, concise updates for both technical and non-technical audiences
Financial and Resource Management: Experience in program budget planning, financial management, and resource allocation
Risk Management: Strong skills in identifying, analyzing, and mitigating program risks and issues
Problem-solving and strategic thinking: The ability to analyze complex challenges, make data-driven decisions, and develop long-term strategies to achieve program goals
Experience tracking and reporting against contractual artifacts, such as Contract Data Requirements Lists (CDRLs), Statements of Work (SOWs), and Integrated Master Plans/Schedules (IMP/IMS)
Bachelor's degree in a technical field such as Computer Science, Engineering, Information Technology, or a related discipline
Preferred
A Master's degree in a relevant field (e.g., Engineering Management, MBA with a focus on technology) is highly desired
Education, training, and personal certifications that would meet the DoD 8140 compliance guidelines
