Responsibilities

Facilitate successful program management coordination of multiple projects with varied regulatory requirements, including Section 106 of the National Historic Preservation Act (NHPA), the California Environmental Quality Act (CEQA), and utility-specific agreement documents such as Operations and Maintenance plans maintained with the USFS and BLM
Manage utilities programs, client expectations, schedules, and budgets
Maintain QAQC of various cultural resource work products that support CEQA and NEPA compliance for various agencies, as well as regulatory and permit compliance under agreement documents for various agencies
Oversee and complete work products and fieldwork
Prepare, oversee, and coordinate implementation of Health and Safety Plans
Coordinate and lead project and contract meetings
Coordinate with clients, agencies, interested communities, including local Native American groups, Rincon peers, subcontractors, and vendors
Work in multidisciplinary teams for successful project execution including planners, biologists, and paleontologists
Develop contract proposals, including costs and contract negotiations
Participate in business planning and development
Participate in Rincon’s mentorship program including providing mentorship of junior staff and engaging in peer-to-peer mentorship and engagement with senior mentors
Oversee subconsultants, including preparation of subconsultant work orders
Other duties as required by Cultural Resources Principals and others

Required

Experience managing contracts, projects and teams that execute the work in support of cultural resources tasks for major utilities within the last 5 years
Minimum of 6+ years of progressive and successful Cultural Resources environmental consulting experience in the above-mentioned technical and project management areas
B.A., M.A., or Ph.D. degree in anthropology, archaeology, historical archaeology, or related field
A thorough understanding of CEQA and NEPA as they relate to cultural resources and related fields, and Section 106 of the NHPA
Strong technical writing and problem-solving skills
Strong work ethic, demonstrated leadership ability, effective interpersonal and group communication skills, and ability to manage multiple projects, teams and staff
Prior experience working in California and the Great Basin

Preferred

PG&E experience including Salesforce and MS Office proficiency and Smartsheet awareness, required
Qualifies as Bureau of Land Management Field Director and/or Principal Investigator
Experience working under the direction of an environmental planner
Experience/working relationships with local Native American groups
Experience with historical built environment resources
Experience working with solar developers and transportation projects
