Responsibilities
Lead and develop a team consisting of Water Facilities Inventory (WFI), operating permit, and Sanitary Survey coordinators
Oversee all activities related to operating permits, WFI, groundwater disinfection and treatment plant monitoring report reviews, and sanitary surveys
Provide strategic planning, program direction, and technical expertise for four drinking water programs
Ensure consistent statewide implementation of sanitary survey and groundwater rule requirements
Participate in policy development, program planning, emergency response, and emergency impact evaluation efforts
Maintain compliance with federal and state drinking water regulations and EPA primacy expectations
Develop program plans, annual reports, compliance strategies, and operational measures
Coordinate publication updates, templates, forms, and technical guidance
Lead development of internal policy, decision papers, and white papers on WFI and Sanitary Survey programs
Plan and coordinate annual Sanitary Survey trainings and Local Health Jurisdiction workshops
Oversee guidance and templates for sanitary surveys and significant deficiency designations under the federal groundwater rule
Maintain program compliance strategies and support emergency response needs
Ensure accountability, consistency, and customer-focused service across statewide program delivery
Qualification
Required
Seven (7) or more years of progressive experience managing an environmental or environmental health program
A bachelor's degree in public health, environmental health, environmental engineering, or closely related field; AND three (3) or more years of progressive experience managing an environmental or environmental health program
One (1) or more years of supervisory experience
Preferred
Licensed Professional Engineer or master's degree in public health, environmental health, environmental engineering, or a closely related field
Five years' supervisory experience in environmental engineering or similar environmental health programs
Five years of experience in staff supervision, coaching, and mentoring
Experience with federal Safe Drinking Water Act programs and requirements
Advanced project management and analysis, and problem-solving experience
