Rural Health Transformation Office Director

The State of Missouri is seeking a Rural Health Transformation Office Director within the Mo HealthNet Division located in Jefferson City, Missouri. This role involves providing executive leadership and oversight for Missouri’s federally funded health modernization initiative aimed at improving rural healthcare delivery and outcomes.

Responsibilities

Provide executive leadership, direction, and oversight of the implementation of Missouri’s federally funded health modernization initiative designed to strengthen Missouri’s rural healthcare delivery and outcomes
Establish and lead the new Rural Healthcare Transformation Office (RHTO)
Develop and articulate RHTP’s strategic vision for a sustainable rural health model
Develop and lead the RHTO and a high-performing team
Coordinate across state agencies to integrate and align shared priorities
Establish RHTP’s strategic roadmap, including initiative sequencing and resource allocation
Ensure program alignment with Missouri’s broader health equity and access goals, partnering with peer agencies (e.g., Department of Mental Health, Department of Health and Senior Services)
Develop and manage governance structures to ensure consistent program implementation, performance monitoring, knowledge sharing, and adaptation
Oversee the portfolio of RHTP initiatives including holding Program Managers accountable for reporting, milestone delivery, and measurable impact
Communicate and champion the RHTP model for a sustainable rural health model across stakeholder groups
Coordinate and advocate for the development of policy, legislative, and budgetary proposals required to support RHTP
Convene and drive forums to foster transparency, accountability, and active engagement among stakeholders

Required

Bachelor's Degree and six or more years of professional experience, preferably in Medicaid, social services, and/or healthcare

Preferred

Deep knowledge of the rural healthcare landscape (e.g., Critical Access Hospital (CAH) designation, Rural Emergency Hospital models, and specific challenges related to rural workforce and reimbursement)
Government sector experiences including program management, policy and budget development, and engagement with elected officials and other stakeholders
Demonstrated experience administering or directing large-scale federal cooperative agreements (e.g., CMS innovation models, HRSA grants, ARPA funding)
Proven track record of leading organizational change or health system transformation efforts (e.g., involving Value-Based Care, Alternative Payment Models [APMs], or population health strategies)
Familiarity with health information technology standards, statewide data-sharing governance, telehealth, and/or the use of analytics to inform policy and program decisions
