Responsibilities

Serve as the lead recruiter responsible for overseeing recruitment and selection processes, ensuring work quality, and driving continuous process improvements
Mentor staff members, assign tasks, monitor progress, and conduct workload reviews
Advise management and staff on matters related to classification, compensation, employment regulations, and compliance with county code, union agreements, and employment law
Analyze and interpret HR and recruitment data to develop metrics, dashboards, and reports that support data-driven decision-making, identify trends, evaluate program effectiveness, and inform workforce planning and process improvements
Develop targeted recruiting strategies, incorporate Equity and Social Justice considerations, and craft job announcements while ensuring compliance with non-discrimination laws
Manage multiple projects and coordinate the implementation of county-wide, departmental, and divisional initiatives
Utilize software tools like Word, Excel, SharePoint, NEOGOV, and Peoplesoft to create, manage, and maintain documents, spreadsheets, and selection processes

Required

Progressive experience in human resources with an emphasis on independently managing full-cycle recruitment and selection processes
Experience analyzing HR or recruitment data to identify trends, develop metrics or dashboards, evaluate program effectiveness, or support data-driven decision-making
Experience providing leadership to HR or recruitment staff, such as assigning work, mentoring team members, reviewing workload, or overseeing quality and performance
Knowledge of employment regulations, classification and compensation concepts, and HR compliance requirements, including experience advising managers or staff on HR policies, union agreements, or legal considerations
Experience applying equity, diversity, and inclusion principles in recruitment, workforce development, or HR decision-making, including reducing barriers and supporting equitable outcomes
Experience coordinating or managing multiple HR, recruitment, or organizational projects simultaneously, including planning, prioritizing tasks, and meeting deadlines
Proficiency using HRIS/ATS systems (e.g., NEOGOV, PeopleSoft) and productivity tools such as Word, Excel, SharePoint, and other platforms used to manage documents, data, and workflows
